In the province, many enterprises have proactively adapted and quickly "transformed" to seize opportunities in the new context.
Immediately after the National Assembly passed the Resolution on the arrangement of provincial administrative units in 2025, according to which Phu Yen will merge with Dak Lak , the business communities of the two localities have increased the organization of events to exchange, connect, and expand the market.
Recently, in Tuy Hoa City (now Tuy Hoa Ward), the Provincial Young Entrepreneurs Association organized a program to exchange and connect businesses with the theme "Journey of Connection - Steady Steps to Reach Far". Representatives of dozens of businesses in fields such as trade, construction, logistics, tourism, etc. in the localities had the opportunity to introduce products, share operating models, as well as express specific cooperation needs. Businesses had the opportunity to meet and open up many new directions in economic cooperation to overcome difficulties together, conquer new goals on the journey of starting a business and developing a business.

Mr. Tran Thieu Nha, Chairman of the Dak Lak Young Entrepreneurs Association, Director of Phu Nhuan Jewelry Joint Stock Company (PNJ) Central Highlands - South Central Branch shared: “The program has helped us better understand each other's needs, from which we can exploit our strengths and expand the market together, especially in the context of economic recovery. We discussed, shared experiences and frankly acknowledged the opportunities and challenges facing businesses when merging provinces. From there, the business community "joined hands" to find suitable partners to sign a memorandum of understanding on cooperation in a number of potential fields; connecting output for products.
After the administrative boundary merger, the number of enterprises operating in Dak Lak province (new) is about 18,662 enterprises. Of which Dak Lak (old): 14,831 enterprises; Phu Yen province: 3,828 enterprises. |
From the perspective of local enterprises, Mr. Nguyen Huynh Vinh Huy, Chairman of the Phu Yen Province Young Entrepreneurs Association, Chairman of the Board of Directors of Hong Phuc Joint Stock Company, said that previously, there was already a connection between enterprises, but after the merger, the connection opportunities became more open. Enterprises not only met, but also directly visited and learned more about each other's production and business activities. Many contracts in principle were signed right at the program.
Not only businesses, experts and architects from the two provinces have also proactively sat down together to look at the new opportunities opening up from the expanded urban development space. Mr. Phan Thanh Liem, Director of CDAC Construction Architecture Design Consulting Co., Ltd. shared that experts in the construction industry are negotiating, sharing knowledge and discussing specific projects. This is a positive signal for thorough preparation in developing new urban areas after the merger.
Merging two provinces not only expands administrative boundaries but also entails changes in economic scale, population, and infrastructure – all of which are factors that provide a “boost” to the business community. However, in addition to opportunities, there are also many challenges, forcing businesses to flexibly adapt, restructure, and improve their competitiveness.
Ms. Huynh Thi Bao Thuong, Director of KHATOCO Phu Yen Tobacco Factory, said: “The merger will promote connectivity through traffic infrastructure routes that are expected to be upgraded and newly invested in, such as National Highway 29, Phu Yen - Dak Lak Expressway... Good traffic will lead to more convenient movement of capital, goods and labor; creating an important driving force to form a new economic zone with high connectivity. This is also a condition for developing the industrial - agricultural - high-tech agricultural corridor. However, enterprises also need to proactively innovate, improve product quality, and at the same time build a civilized working environment, aiming for sustainable development”.
Sharing the same view, Mr. Pham Ngoc Trang, Director of Ban Me Investment, Trade and Import-Export Company Limited, said that merging administrative boundaries will help businesses expand their markets, but it also means that the State will streamline its apparatus and tighten regulations. Enterprises that are not transparent and lack a solid legal foundation may be eliminated. Therefore, adapting and complying with the law is a vital factor in the new period.

In addition, some businesses also raised practical difficulties such as differences in consumer behavior between regions, especially in the group of furniture, sanitary equipment, lighting products, etc. This requires businesses to invest in thorough market research and adjust business strategies to suit the needs and consumer culture of each locality.
According to Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao, the merger is not only about restructuring the apparatus, but also opening up a larger development space for enterprises. With an expanding economic scale, increasing population and newly opened potential, the province will create all favorable conditions for enterprises to expand production, innovate and invest effectively. Enterprises are facing many advantages from administrative procedure reform, expanding incentives from the State to invest, innovate and contribute increasingly to sustainable economic growth in the spirit of Resolution No. 68/NQ-TW, dated May 4, 2025 of the Politburo on private economic development. The province is committed to accompanying and creating the most favorable conditions for enterprises to expand production, connect to markets and develop sustainably.
Hopefully, with the business community's acumen, innovative spirit and determination to overcome difficulties, along with the support from the government, businesses in the province after the merger will continue to develop strongly, contributing positively to the overall development of the province and the region in the future.
