Phu Tho strives to accompany businesses

Chairman of the Provincial People's Committee Tran Duy Dong inspected and removed difficulties in the project of processing vegetables and food, producing packaging, warehousing and trading steel components in Lac Thuy commune.

Realizing that administrative reform is the key driving force, Phu Tho has conducted a comprehensive review of the procedural system, resolutely eliminating overlapping and inappropriate business conditions. The implementation of Resolution 68 of the Politburo has been concretized into the target of reducing 30% of procedure processing time, 30% of compliance costs, and 30% of business conditions - demonstrating the province's strong innovative thinking.

Along with that, the province has promoted decentralization and delegation of power to all levels of government, especially the commune level after the administrative unit arrangement, creating flexibility and initiative in solving work at the grassroots level.

E-government and digital transformation are identified as strategic focuses: 2,201 administrative procedures are provided on the one-stop system; 100% of level 4 online public services are integrated into the National Public Service Portal; all documents of state agencies are processed entirely in the digital environment.

The piloting of AI Chatbot at the Public Administration Service Center is a highlight, making Phu Tho a pioneering locality in the country in innovating technology to serve people and businesses.

For businesses, site clearance is always a difficult “bottleneck”. Phu Tho has established special working groups, assigning leaders of the Provincial People’s Committee to directly direct site clearance at key projects. This not only enhances supervision, but also creates initiative in handling problems.

Thanks to the close approach, many key infrastructure projects – especially inter-regional transport, industrial parks, and urban areas – have been accelerated, opening up new development space. At the same time, planning and land issues have been resolved through public and transparent land use planning, creating favorable conditions for businesses to access information and confidently implement projects.

In addition, the financial and banking sector has been very proactive. Bank-business connection programs have been regularly implemented, contributing to the total outstanding loan balance reaching 340 trillion VND, an increase of 12.6%. The policy of restructuring debt repayment terms and maintaining debt groups has strongly supported businesses affected by natural disasters and market fluctuations.

Efforts to create a transparent and friendly investment environment have put Phu Tho in the Top 10 localities attracting large enterprises in 2025, according to the announcement of Vietnam Report on November 28. The province is in the same group as Ho Chi Minh City, Hanoi , Bac Ninh, and Quang Ninh - showing the efforts of the provincial government and strong investment attraction.

In 2025, Phu Tho achieved impressive results: Attracting 1.2 billion USD in FDI, an increase of 38.5% compared to 2024. Attracting nearly 220 trillion VND in DDI, 3.3 times higher than in 2024. 4,500 newly established enterprises, an increase of 44.2%. About 1,000 enterprises returned to operation.

Along with the development of high-tech industries, electronic components, and precision mechanics, Phu Tho is shaping its position as a new industrial center of the Northern midland and mountainous region.

At the end of November 2025, the Provincial People's Committee organized a Business Dialogue Conference for the fourth quarter of 2025 with the participation of 300 FDI and DDI enterprises. The frank and open dialogue atmosphere clearly demonstrated the province's determination to consider enterprises as "Phu Tho citizens".

Among the 58 petitions from businesses, the biggest problem group is still land clearance, planning, project adjustment procedures and technical infrastructure. Chairman of the Provincial People's Committee Tran Duy Dong has directly directed the resolution of each content, requiring agencies to clearly state the presiding unit, processing time and commitment to take responsibility. These strong and clear instructions affirm the spirit of "no avoidance - no making businesses wait".

Thanks to close cooperation, Phu Tho's economy in 2025 will achieve GRDP growth of 10.3%, industrial production will increase by 26.8%, playing a key driving role.

Improving the business environment is not simply about reforming procedures, but also about building an effective enforcement apparatus. After the administrative unit arrangement, Phu Tho reduced 331 communes and wards; added 132 provincial-level civil servants to strengthen the grassroots; established a Commune-level Public Service Center. A streamlined, smoothly operating apparatus is the fulcrum to help the government get closer to the people and businesses.

Measures to improve staff capacity – mobilization, training, and development – ​​contribute significantly to creating a team of “serving government” that has a firm grasp of reality and solves problems quickly and effectively.

The year 2025 marks a strong transformation of Phu Tho in improving the business environment. From strategic vision to specific actions, the province has created an open, transparent, and supportive investment environment, becoming the top choice of domestic and foreign investors.

Creative thinking - decisive action - synchronous reform has helped Phu Tho make a breakthrough, opening up opportunities for rapid and sustainable development, bringing practical benefits to the people and business community.
