Cao Bang announces resolutions and decisions on administrative unit arrangement

Along with the whole country, on the morning of June 30, the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Cao Bang province held a ceremony to announce the resolutions and decisions of the Central Government on implementing the 2-level local government model. This is a historic event, demonstrating high political determination in building a streamlined, effective and efficient organizational apparatus to serve the people, contributing to promoting stable economic growth, comprehensive care for social security, effective government operations, creating a solid foundation for the province to enter a new stage of development.

At the ceremony, the Standing Committee of the Provincial Party Committee and the Fatherland Front Committee of Cao Bang province announced the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Cao Bang province in 2025; the Decision of the Executive Committee of the Cao Bang Provincial Party Committee on ending the activities of the old district and commune-level Party Committees; the Decision of the Executive Committee of the Cao Bang Provincial Party Committee on establishing Party Committees of communes and wards; decisions and resolutions appointing leadership personnel of localities; the Decision of the Vietnam Fatherland Front Committee of Cao Bang province on establishing the Vietnam Fatherland Front Committee at the commune level in Cao Bang province.

Speaking at the ceremony, comrade Tran Hong Minh congratulated and commended the achievements that Cao Bang province has made in socio-economic development, ensuring national defense and security, Party building; and the results achieved in reorganizing the apparatus and administrative units at the commune level.

Emphasizing that this administrative unit arrangement is not simply a change of boundaries, not just a mechanical merger of one commune into another, but a strategic step, a breakthrough change to streamline the organizational apparatus, improve management effectiveness and efficiency, organize new development spaces, maximize resource mobilization, and better serve the people, comrade Tran Hong Minh suggested that Cao Bang province continue to pay attention to improving the quality of the commune cadre team.

Commune cadres and civil servants need to be close to the people, actively research, learn, study, promote digital transformation, improve work quality and efficiency, and take people's satisfaction as a criterion to evaluate the level of work completion of commune cadres and civil servants.

From there, comrade Tran Hong Minh suggested that the team of cadres and civil servants of communes and wards in Cao Bang province dare to think, dare to do, dare to take responsibility, be pioneers, innovate, be dynamic, creative, improve the quality and efficiency of work, for the satisfaction and happiness of the people.

Sharing about the development orientation of Cao Bang province, the Minister of Construction suggested that the locality identify and implement well 4 breakthroughs in building high-quality human resources; continue to invest in and complete infrastructure, especially transport infrastructure to serve socio-economic development; develop border gate economy; develop tourism and agricultural economy.

Receiving the comments of the Minister of Construction, Head of the Central Working Group, Comrade Quan Minh Cuong, Secretary of the Cao Bang Provincial Party Committee emphasized that the implementation of the 2-level local government model and the arrangement of commune-level administrative units is an important historical milestone on the country's new development path.

After a trial period, the new commune and ward government apparatus of Cao Bang province is ready to officially operate from July 1.

Emphasizing that according to the new organizational model, the functions and tasks of the communal government are quite large, the Secretary of the Cao Bang Provincial Party Committee requested that the team of cadres, civil servants and public employees of the communes in Cao Bang province proactively study, learn, and quickly grasp the contents and tasks so as not to interrupt work.
