On the morning of June 30, in Ho Chi Minh City, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Ho Chi Minh City held a ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones to officially operate the two-level government model for the expanded Ho Chi Minh City, including Ho Chi Minh City, Binh Duong province, and Ba Ria-Vung Tau province.

Also attending were: Former Politburo member, former President Nguyen Minh Triet; Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; former Politburo member, former Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan.

Taking the unified city to new heights

At the announcement ceremony, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the National Assembly's resolution on the establishment of Ho Chi Minh City.

The new Ho Chi Minh City was formed on the basis of merging the entire natural area and population size of Ho Chi Minh City, Ba Ria-Vung Tau and Binh Duong.

After the arrangement, Ho Chi Minh City has a natural area of more than 6,722km2 and a population of more than 14 million people.

Decision of the Politburo on the establishment of the Ho Chi Minh City Party Committee and the appointment of the Standing Committee, Secretary and Deputy Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

The Ho Chi Minh City Party Executive Committee has 107 members. The Ho Chi Minh City Party Standing Committee has 27 members; Mr. Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Mr. Nguyen Thanh Nghi, Party Central Committee member, Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

The Secretariat's decision appoints the Inspection Committee, Chairman, and Vice Chairmen of the Inspection Committee of the Ho Chi Minh City Party Committee with 19 members. Mr. Vo Van Dung, Chairman of the Inspection Committee of the Ba Ria-Vung Tau Provincial Party Committee - as Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee.

Resolution of the National Assembly Standing Committee on the appointment of the Head and Deputy Head of the 15th National Assembly Delegation of Ho Chi Minh City and the Chairman, Vice Chairman, and Heads of the Committees of the Ho Chi Minh City People's Council for the 2021-2026 term with 12 members. In which, Mr. Nguyen Van Loi, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Binh Duong Province - is the Head of the National Assembly Delegation of Ho Chi Minh City.

Appointing the Chairman and Vice Chairman of the People's Council of Ho Chi Minh City. In which, Mr. Vo Van Minh, Chairman of the People's Committee of Binh Duong province - as Chairman of the People's Council of Ho Chi Minh City.

Decision of the Prime Minister on appointing the Chairman and Vice Chairman of the People's Committee of Ho Chi Minh City for the 2021 - 2026 term. Accordingly, Mr. Nguyen Van Duoc, Chairman of the People's Committee of Ho Chi Minh City, is the Chairman of the People's Committee of Ho Chi Minh City (new).

Decision of the Central Committee of the Vietnam Fatherland Front to establish the Vietnam Fatherland Front Committee of Ho Chi Minh City. Accordingly, Mr. Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, is Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City (new).

At the announcement ceremony, Mr. Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee announced the resolution and decision of the province and city on the merger of communes, wards and special zones in Ho Chi Minh City, including 168 communes, wards and special zones.

Ms. Do Thi Minh Quan, Secretary of the Party Committee of Binh Quoi Ward, expressed her confidence and determination to work with the Party Committee, government and people of the City to perform well the tasks, meeting the requirements set forth in the new development path of the city.

Speaking to the people of Ho Chi Minh City, General Secretary To Lam emphasized that the unification of the three localities is not a mere accumulation, but the crystallization of common intelligence and will for development, to form a megacity - a financial, production, logistics, and innovation center of regional and world stature.

This new development space is built on a long-term vision, aiming at synchronous, sustainable and scientific development. This is the most vivid expression of strategic thinking, innovation in the model of government organization, to serve the people better, closer to the people and more effectively. This is a pioneering and breakthrough step in reforming the organization of the urban government apparatus, creating favorable conditions for the rapid, strong and effective development of the most urbanized region in the country.

This model will help increase autonomy and flexibility in management, while creating a clear institutional framework for satellite cities, industrial parks, logistics, and seaport services to fully exploit their potential. Most importantly, the state and the serving government will no longer be a slogan but will become a concrete, substantive action, reaching the people and businesses.

On behalf of the Party and State leaders, General Secretary To Lam respectfully called on all cadres, party members, civil servants, public employees, workers, soldiers of the armed forces, the business community and the people of Ho Chi Minh City to unite, act resolutely, creatively and with discipline, to bring this unified city to new heights.

General Secretary To Lam stated that this is a challenge, but also a historic opportunity. The success of the new city cannot come from documents or resolutions alone, but must come from consensus among the people, determination in leadership and dedication in implementation.

The General Secretary hopes that the city's leaders will maintain their mettle, promote collective intelligence, act close to the people, respect the people, and serve the people, putting the interests of the Fatherland and the people above all; together arouse the will to rise up, turning every street, street, alley, residential area, factory, field, river, and coastline into a symbol of prosperity and integration.

Before the sacred and important moment of the nation when we officially put into operation the two-level local government apparatus in 34 provinces and cities nationwide - a new administrative entity of the Socialist Republic of Vietnam, from the heroic and beautiful Ho Chi Minh City, General Secretary To Lam sends to the people of the whole country his regards, congratulations and the wishes of the Central Executive Committee of the Communist Party of Vietnam for the future of our country and our people.

General Secretary To Lam stated that the reorganization of administrative boundaries and the operation of a new local government model are objective and inevitable requirements for national development in the context of globalization, digital transformation and the fourth industrial revolution. This is a valuable opportunity for us to innovate leadership thinking, innovate state management methods, strongly apply science and technology, improve the quality of national governance and increase the effectiveness of serving the people.
