On the morning of June 30, Ho Chi Minh City held a ceremony to announce resolutions and decisions of the Central and local governments on merging provincial-level administrative units, ending the operations of district-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones.

At the ceremony, after listening to the direction of General Secretary To Lam , Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen gave development orientations for the new Ho Chi Minh City.

According to Mr. Nen, from July 1, Ho Chi Minh City will become an economic entity with a new position on the map of major cities, regions and the world. Ho Chi Minh City carries great aspirations and historic opportunities, optimizing its outstanding economic development potential, to soon become a multi-center, multi-industry, multi-functional megacity with global competitiveness and realizing the process of building a civilized, modern and humane Ho Chi Minh City.

He expressed his gratitude to the Central leaders for their decisive, tight, consistent leadership, quick, synchronous, decisive direction, and resolute, clear, and effective management.

"The decision to assign missions, roles, and responsibilities to Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau to become the new Ho Chi Minh City is not just a sentiment for the past and a responsibility for the future. This is not a matter of trends but a matter of development laws," Mr. Nen said.

He expressed his gratitude to the cadres, party members, civil servants, public employees, workers and soldiers of the three localities - those who have made important contributions to the achievements of the three localities but have now voluntarily complied with and set an example in implementing the reorganization plan for the common good of the country and the development of the new Ho Chi Minh City.

According to Mr. Nen, the brief, comprehensive, and profound directives of General Secretary To Lam at the ceremony were not only directions, instructions, entrustments, and calls for encouragement, but also orders from the heart of the leader of our Party to the new Ho Chi Minh City - the economic locomotive city, the trust and hope, and pride of the whole country.

In the immediate future, the new Ho Chi Minh City will continue to thoroughly grasp and effectively implement the policies, resolutions, directives and conclusions of the Central Committee and the General Secretary, determined to make the entire political apparatus, especially the two-level local government apparatus, operate smoothly and effectively from the first hour and day, meeting the requirements of serving the people better and better.

"We realize that the only true measure of any reform is the enjoyment of the people and the quality of life of the people of this city," Mr. Nen said.

In addition, focus on completing the main goals and tasks of socio-economic development in 2025, contributing to the whole country's achievement of the growth target of 8% or more. Urgently review the existing institutional system and legal documents, continue to remove obstacles, and handle unavoidable problems in the process of organizing and implementing according to the new model.

Ho Chi Minh City will focus on successfully organizing Party Congresses at all levels, moving towards the first Congress of the new Ho Chi Minh City Party Committee and the 14th National Party Congress.
