After inspecting the vulnerable points and frequently flooded locations, the working group of the Provincial People's Committee listened to reports from the commune leaders on the implementation of response plans for storm No. 3, such as: focusing on directing departments, assigning tasks according to the "4 on-site" principle; inspecting and assigning direct monitoring of dam locations. The communes also mobilized maximum human resources in villages to participate in natural disaster prevention and search and rescue.
At the same time, the People's Committees of the communes also developed plans to evacuate people from areas at risk of landslides and flooding to safe locations. Regarding the preparation of materials and means, the communes mobilized 30 rafts; more than 620 life buoys, more than 400 life jackets, 10 generators, 30 tents, 10 saws, 9 portable speakers and other equipment such as raincoats, boots, helmets, flashlights, hoes, shovels... to equip the forces participating in natural disaster prevention and search and rescue in the communes.
To effectively respond to storm No. 3, commune leaders requested that management units provide early notice when releasing floodwaters from reservoirs; provincial and commune-level units should soon have a coordination mechanism between forces.
At the inspection, the leaders of departments and branches requested the communes to review the connection of information, supplement basic data between villages and commune and provincial centers, ensure smooth operation to serve the leadership and direction, and handle incidents; closely monitor weather developments, water levels at reservoirs and hydroelectric lakes, identify early warning locations in downstream areas for timely evacuation; deploy 100% of military personnel on duty according to regulations, properly implement the coordination and cooperation regulations between forces, and ensure facilities to respond to storm No. 3.
Concluding each inspection area, the Vice Chairman of the Provincial People's Committee acknowledged that the communes have been proactive in directing departments and forces to develop response plans. Regarding tasks in the coming time, the Vice Chairman of the Provincial People's Committee requested the communes to review all plans and response plans from mobilizing people, materials, equipment, following the "4 on-site" motto to respond to each level of natural disaster; organize on-call seriously according to regulations. At the same time, the People's Committees of the communes reviewed the works under construction, the degraded works to have plans for repair and management according to regulations.
Regarding the recommendations of the People's Committees of the communes, the Vice Chairman of the People's Committee of the commune acknowledged and requested the People's Committees of the communes to have specific reports in writing for the Provincial People's Committee to consider and resolve.
* On the same afternoon, the provincial working delegation led by Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, inspected the response work for storm No. 3 in 2025 in Khuat Xa and Loc Binh communes.
During the program, the working group inspected the Ban Lai reservoir project in Khuat Xa commune; the landslide recovery project in Cau Lam area, the river embankment project and landslide risk points in Loc Binh commune... According to a quick report from the leaders of the two communes and related units, so far, preparations for responding to storm No. 3 in the two communes have been focused on implementation. The units have specific plans and solutions to respond to storms and rains.
At the inspection sites, the Vice Chairman of the Provincial People's Committee requested the leaders of Khuat Xa and Loc Binh communes and related units to focus on implementing measures to respond to storm No. 3 in 2025. Including regularly monitoring the developments of the storm as well as the rain caused by the storm's circulation; fully mobilizing human resources and means to respond to storms and floods according to the "4 on-site" motto; regularly checking, reviewing, and grasping key and dangerous areas and areas to warn and propagate people to evacuate to safe places; implementing measures to operate reservoirs to ensure safety, timely flood control... Thereby minimizing damage caused by storms and floods.
