The Ngai Thau - Ao Tien traffic route in Din Chin commune, Muong Khuong district is 3km long, with a total investment of 6,317 billion VND; of which, the budget from the National Target Program 1719 is 5.93 billion, the rest is contributed by the people. The project has a 6m wide roadbed design, of which the concrete road surface is 3.5m wide.
According to the investment approval decision, the road will start construction at the end of 2023 and be completed at the end of 2024. However, up to now, the project has completed nearly 80% of the volume. Mr. Nguyen Trong Thanh, representative of the construction unit, said: To speed up the progress, right after the Lunar New Year holiday, the unit mobilized human resources and machinery for construction.
“Since January 10, we have started construction with the goal of completing the road and putting it into use soon to serve the travel needs of the people. With this progress, in about 2 months we can hand over the project with guaranteed quality and complete it ahead of schedule,” Mr. Thanh added.
At the Din Chin Primary and Secondary Boarding School project, with a total investment of nearly 15 billion VND from the National Target Program 1719, workers are urgently constructing the final items to hand over and put into use.
It is known that the project started in November 2022 and is scheduled to be completed in May 2024. "Immediately after the Tet holiday, we directed the contractor to mobilize workers to work immediately, without taking a long break to ensure progress. At this point, it can be affirmed that the project will be completed and put into use according to the plan," said Mr. Nguyen Van Manh, Deputy Director of the Muong Khuong District Construction Investment Project Management Board - the investor.
In 2023, Muong Khuong district disbursed 198.5/219.56 billion VND of capital from National Target Programs, reaching 90.4% of the plan. Of which, disbursed career capital was 57.9/76.4 billion VND (reaching 75.8% of the plan), disbursed investment capital was 140.59/142.19 billion (reaching 98.88% of the plan).
According to Mr. Hoang Truong Minh, Vice Chairman of Muong Khuong District People's Committee, in 2024, the district was assigned 261,686 million VND of capital for National Target Programs (investment capital of 165,556 million VND, career capital of 96,130 million VND). To ensure the disbursement of capital sources on schedule and ensure efficiency, from the beginning of the year, the district requested specialized agencies, units, and communes to urge contractors to immediately start implementing the assigned contents and tasks. Along with that, the district focused on site clearance to have clean land for contractors. During the implementation process, agencies, units, and communes regularly reported to the district on difficulties and problems for timely resolution.
Currently, the biggest difficulty for Muong Khuong district is the lack of water and the high price of construction materials. In many areas such as Din Chin, Pha Long, Ta Gia Khau communes... construction units are currently having to transport water dozens of kilometers away to construct the project. Along with that, the site clearance work is also facing certain difficulties, specifically: At this time, people are weeding, clearing the fields to prepare for planting, so propaganda and mobilization work is still difficult; some roads with people's graves are still stuck because the upcoming Thanh Minh festival is coming up...
"However, these difficulties will not affect the construction progress of the projects. We have been directing relevant agencies to strengthen propaganda and mobilization so that people understand and agree with the general policy of the locality," said Mr. Hoang Truong Minh.
The deployment of capital sources under the National Target Program is of great significance to the goal of consolidating infrastructure and promoting production in remote, isolated, and extremely disadvantaged communes. With the effective deployment of this capital source, Muong Khuong district hopes to soon emerge from the extremely disadvantaged district in the near future.
