Prepare land acquisition dossier for Lao Cai

Hai Duong Provincial People's Committee has developed a roadmap, time, and specific tasks for each agency and unit, including resettlement work; measurement, extraction, and preparation of land recovery records; relocation of technical infrastructure and social infrastructure; planning and implementation of site clearance and compensation work. Regarding resettlement, the Provincial People's Committee assigned the districts where the road passes through to review, count, determine the origin, assets on the land, the number of households whose residential land is recovered, the number of households subject to resettlement, the number of resettlement plots, the number of households that are allowed to buy land without auctioning land use rights and propose resettlement locations and resettlement plot areas, to be completed before April 15.

The Department of Agriculture and Environment shall preside over and coordinate with departments, branches, and district People's Committees to determine the area of resettlement land, the number of resettlement areas, the location, and scale of resettlement areas, to be completed before April 20.

The Provincial Construction Investment Project Management Board presides over and coordinates the implementation of investment in resettlement projects from the planning, investment preparation, investment implementation, and construction steps to complete resettlement areas in March 2026.

The Department of Agriculture and Environment directed the Provincial Land Registration Office to preside over and coordinate with the People's Committees of relevant districts to measure, extract, and complete land recovery records before April 30.

The People's Committees of the districts coordinate to propagate and mobilize relevant organizations and individuals to comply during the process of surveying, measuring, extracting and preparing land recovery records. The implementation period is from April 2025 until the completion of site clearance.

The People's Committees of Cam Giang, Binh Giang, Gia Loc, Tu Ky, and Thanh Ha districts proactively develop plans, carry out site clearance compensation, and perform related work locally, with completion date in March 2026.

The Lao Cai - Hanoi - Hai Phong railway is about 390.9 km long. The length of the route through Hai Duong is about 40.96 km. The preliminary land clearance area (dual track completion phase) is about 188 hectares, nearly 500 households need to be resettled with about 2,836 people. The total cost of relocating technical infrastructure works is about 206 billion VND.

The project is expected to start construction later this year.
