Consulting people on administrative unit arrangement policy

Immediately after the Executive Committee of the 14th Ninh Thuan Provincial Party Committee issued Resolution No. 35-NQ/TU of the 23rd Conference on April 18, the Provincial People's Committee issued Official Dispatch No. 1705/UBND-VXNV on the implementation of collecting opinions from voters representing households and holding meetings of People's Councils at all levels to approve the policy of rearranging administrative units (ADUs) at the provincial and communal levels of Ninh Thuan province. With a sense of responsibility, localities in the province have urgently deployed tasks and tasks to quickly complete the collection of voters' opinions.

In recent days, the cadres of the residential areas in Phu Ha ward (Phan Rang - Thap Cham city) have "gone to every alley, knocked on every door", distributed ballots to collect opinions for people to give their opinions on the plan to merge at the provincial level, and to rearrange and reorganize administrative units at the commune and ward levels. Rearranging administrative units at the commune and ward levels is a necessary requirement to streamline the apparatus, so after being propagated and disseminated by the local Party Committee and government, the local people have trusted and agreed with this policy. Ms. Do Thi My, residential area 13, Phu Ha ward shared: I think the merger of Kinh Dinh, Phu Ha, Dai Son, Dao Long wards (Phan Rang - Thap Cham city) into Phan Rang 1 ward is quite suitable, because this will help streamline and improve the efficiency of the administrative apparatus, creating motivation for the locality to have more conditions and space for development. However, when merging, people will have to change some documents. Therefore, we hope that all levels, sectors and local authorities will create the best conditions when we come to change related documents.

Immediately after issuing the project, Phu Ha Ward mobilized the entire political system to deploy it to each household and will synthesize opinions within the prescribed time. Comrade Tran Thi Anh Tuyet, Secretary of the Phu Ha Ward Party Committee, said: Implementing the direction of the Standing Committee of the Phan Rang - Thap Cham City Party Committee, in the spirit of urgency, taking advantage of the weekend, 14 residential areas sent opinion forms via Zalo group and the Ward People's Committee's fanpage for households to read and learn information in advance; at the same time, notify the specific time when the residential area cadres will come to the house to send the opinion forms. Thanks to the initiative and timely implementation, by the afternoon of April 19, all 14/14 residential areas had completed the distribution of opinion forms and synthesized people's opinions to send to the Ward Party Committee. Through preliminary records, the opinion collection process went smoothly, people clearly demonstrated the sense of responsibility, closeness and seriousness, close to the people of the local government.

In Phuoc My ward, the ward People's Committee has urgently compiled a list of voters; printed ballots and established groups to collect voters' opinions representing households. In order for the collection of people's opinions to take place smoothly, the groups to collect voters' opinions have focused on propagating the Project to arrange provincial, commune and ward-level administrative units of Ninh Thuan province, focusing on the merger of Ninh Thuan province and Khanh Hoa province, named Khanh Hoa province; the political - administrative center is located in Khanh Hoa province and the arrangement of Ninh Thuan province's administrative units to have 24 communes and wards. With urgent and timely synchronous solutions, by the afternoon of April 20, communes and wards in Phan Rang - Thap Cham City had completed collecting opinions from voters representing households. Immediately after that, the People's Councils of communes and wards and the People's Council of Phan Rang - Thap Cham City will also urgently organize a meeting to approve the policy of arranging administrative units at the provincial and commune levels according to the plan of the Provincial People's Committee.

Comrade Ha Nam Hong, Head of the Department of Internal Affairs of Phan Rang - Thap Cham City, said: The Department will continue to advise the City People's Committee to direct communes and wards to step up propaganda to all classes of people using local loudspeaker systems and mobile loudspeakers so that voters and people can clearly understand the policy of arranging administrative units at the provincial, commune and ward levels of Ninh Thuan province. In addition, the City People's Committee's staff will continue to direct localities to urgently hold People's Council meetings to approve the policy of merging provinces and communes and wards before April 24; at the same time, advise the City People's Committee to submit to the City People's Council a meeting to approve the policy before April 25.

According to the plan in Resolution No. 35-NQ/TU dated April 18, 2025 of the Provincial Party Committee, after the arrangement, the whole province will have 24 commune-level administrative units, including 19 communes and 5 wards. According to the direction of the Provincial People's Committee, localities urgently synthesize the results of collecting voters' opinions on household representatives and send them to the Provincial People's Committee (through the Department of Home Affairs) no later than April 22, 2025. Submit to the competent authority to organize a meeting of the People's Council at the district and city levels to approve the policy of arranging provincial, commune and ward-level administrative units of the province, no later than April 25, 2025.
