Latest vehicle registration and license plate fees

The Ministry of Finance has issued new regulations on the rates, collection methods, and exemptions for registration fees and license plate issuance for motor vehicles.

The circular clearly states the fee rates for issuing vehicle registration certificates and license plates for motor vehicles as stipulated in the following Schedule of Fees for Registration and Issuance of License Plates for Motor Vehicles:

The circular clearly states that organizations and individuals whose headquarters or residences are located in a particular area must pay the fee for vehicle registration certificates and license plates according to the fee rates prescribed for that area.

Organizations and individuals who win the auction for vehicle license plates shall pay the fee for issuing vehicle registration certificates and license plates according to the fee rates of the area where the organization or individual chooses to obtain the auctioned vehicle license plates, as stipulated by law.

For police vehicles and motorcycles used for security purposes, registered in Zone I or registered with the Traffic Police Department, Ministry of Public Security , the fee rates of Zone I apply.

The value of a motorcycle used as the basis for applying the fee for issuing a vehicle registration certificate and license plate is the taxable value at the time of registration.

The areas specified in this Circular are determined according to administrative boundaries, specifically as follows:

Zone I includes: Hanoi City and Ho Chi Minh City, encompassing all communes and wards under their jurisdiction, regardless of whether they are inner-city or outer-city areas, except for special zones under provincial administration.

Region II includes: Special zones directly under the provincial level in Region I and other provinces and centrally-administered cities outside of Region I as defined above.

No fees

The following cases are exempt from fees:

1. Diplomatic missions, consular offices, and representative offices of international organizations belonging to the United Nations system.

2. Diplomatic officers, consular officers, administrative and technical staff of foreign diplomatic and consular missions, members of international organizations within the United Nations system, and their family members who are not Vietnamese citizens or do not reside permanently in Vietnam are issued diplomatic identity cards; official identity cards or consular certificates by the Vietnamese Ministry of Foreign Affairs or local foreign affairs agencies (authorized by the Ministry of Foreign Affairs).

In this case, when registering a vehicle and obtaining a license plate, the applicant must present to the registration authority a diplomatic identity card; an official identity card or a consular certificate as prescribed by the Ministry of Foreign Affairs.

3. Other foreign organizations and individuals (representative offices of intergovernmental international organizations outside the United Nations system, representative offices of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not falling under the categories mentioned in Clauses 1 and 2 of this Article, but are exempt from or not required to pay the fee for issuing vehicle registration certificates and license plates according to international commitments, international treaties to which the Socialist Republic of Vietnam is a party, or international agreements between Vietnamese and foreign signatories. In this case, the organization or individual must provide the registration authority with: a copy of the international commitment, international treaty, or international agreement.
