Lien Son: The machine got into gear on the first day

On the morning of July 1, at the headquarters of the People's Committee of Lien Son commune - located in the old Cu Yen, many people came to request confirmation of loans, poor household records, and document authentication... Although it was the first day of operating the new government in the commune that is among the largest in terms of both area and population in Phu Tho province, administrative procedures took place quite quickly, without any delays or work congestion.

From July 1, 2025, three administrative units, Cu Yen, the old Lien Son and 12 hamlets of Cao Son, will officially merge into the new Lien Son commune - an administrative unit with an area of ​​over 120 km2, a population of nearly 32,000 people, belonging to the group of communes with the largest scale in Phu Tho province in terms of both area and population. The new government apparatus not only has to shoulder a much larger workload, but also has to quickly adapt to a completely different management model.

Proactively “test run” for smooth operation

Without waiting until July 1st to get started, since mid-June, Lien Son commune has begun preparations: holding meetings to announce the organization plan, dividing working groups into Party, government, and mass organizations; clearly assigning people in charge of each department and office. The network connection was urgently assembled to test the public administration system from June 25th. After 5 days of "testing", Lien Son commune organized a meeting between the blocks to gain experience. Not simply reviewing the work list, the meeting became a place for frank dialogue between officers of departments and offices - from problems in document processing, overlaps in task implementation, to seemingly small but big-impact problems such as internal networks, shared office equipment...

One of the biggest difficulties for Lien Son is the problem of infrastructure. Due to the lack of a large enough headquarters, the government apparatus has to temporarily operate at two locations 8 km apart. The People's Committee headquarters (in the old Cu Yen) has 35 working rooms for nearly 60 officials of the government sector; while the Party Committee headquarters (in the old Cao Son) is for more than 40 officials of the Party, Fatherland Front and mass organizations. Having to travel far puts a lot of pressure on many officials. Mr. Bui Huu Vinh, a specialist of the Party Building Department, has to travel more than 20 km from his home to the Party Committee headquarters every day. In the same situation, Ms. Hoang Thi Thuy (Women's Union), Mr. Hoang Van Thanh (Farmers Association) and Mr. Nguyen Van Ha (Party Committee Office) also face the problem of going to work early and coming back late. But all of them have the mindset: merger is a big policy, they must strive to overcome difficulties, contributing to building a new apparatus that operates smoothly.

The first step in forming a foundation

Thanks to the proactive approach, the administrative apparatus has gradually stabilized. Departments and offices have completed their working processes, clearly assigned tasks, arranged focal points for processing records and office schedules. The coordination between the two headquarters has also gradually formed a routine with specific working schedules and a software system for operating and managing documents that is regularly updated.

Fortunately, the staff not only adapted quickly but also showed a high sense of responsibility. Although some people changed locations and positions, they were proactive in learning to better meet the requirements of the job. "The most difficult thing is not changing locations, but having to approach a new administrative model, with a wider scope and higher professional requirements" - Chairman of Lien Son Commune People's Committee, Mr. Bui Quoc Hoan shared.

At the Public Administration Center, in the first days, hundreds of people came to do procedures. It was noted that: although the number of people and documents received nearly tripled, the processing process was still smooth, without any congestion. This is the clearest evidence of the initial effectiveness of the administrative apparatus after the merger.

Having just completed administrative procedures at the Public Administration Center, Mr. Hoang Van Vien, Gieng Xa hamlet, shared: “I see that the working process is clear, and the staff gives enthusiastic guidance. At first, everyone was worried about the merger, but looking at the methodical organization like this, I believe the new apparatus will operate effectively and serve the people better.” These positive responses are the motivation to help Lien Son continue to perfect the apparatus.

Operating a new administrative entity has never been easy. But it can be seen that Lien Son has firmly laid the first bricks. Ahead is still a long road of improvement and innovation. But if it maintains the sense of responsibility, the openness to learning and the trust that was planted from the very beginning, the new Lien Son government will not just be a merger of boundaries - but a resonance of expectations, determination and a long-term vision for the people.
