This year, university admission regulations require all admission methods in an educational institution to be converted to a single scale. However, in reality, each individual exam has a different scale.
Each school has its own style.
For example, the thinking assessment exam ( Hanoi University of Science and Technology) uses a scale of 100/100, the capacity assessment ( Hanoi National University) uses a scale of 150/150, the capacity assessment (Ho Chi Minh City National University) uses a scale of 1,200/1,200, and the admission combination is based on the high school graduation exam with a scale of 30/30.

Due to the different scoring scales between schools, to ensure fairness for candidates, the Ministry of Education and Training has required schools to use a single scoring scale for all admission methods, from which the concept of percentile (a type of score ranking) has emerged to perform conversion.
The Ministry of Education and Training has just announced the percentile table of exam subjects. Accordingly, Hanoi National University, Ho Chi Minh City National University, Hanoi University of Science and Technology all have their own percentile tables for the ability assessment and thinking assessment exams. From these tables, the universities have their own conversion tables. And with the same value of the ability assessment or thinking assessment exam, the conversion results at each school have different scores, making parents and candidates not understand why there is such a difference.
Typically, using the equivalent conversion rate for the A00 combination in all methods of Hanoi University of Industry and National Economics University is using the thinking assessment results and capacity assessment results of Hanoi National University.
At the level of 121 points in the capacity assessment test, Hanoi National University converted it to the equivalent of 29.52/30 points in the high school graduation exam while Hanoi University of Industry converted it to the equivalent of 27.25/30 points. Meanwhile, National Economics University converted from 114 - 128 points in the capacity assessment test to the equivalent of 28 - 30/30 points.
Hanoi University of Science and Technology converted the score of 69.88 - 76.23 to the equivalent of 27.55 - 28.46/30 points; National Economics University converted the score of 70.10 - 80.23 in the capacity assessment test to the equivalent of 26 - 28/30 points. Hanoi University of Industry converted the score of 69-76.99 to the equivalent of 27.50-28.75/30 points.
Thus, with the same competency assessment score, Hanoi University of Industry converted 2.27/30 points lower than that of Hanoi National University and about 1 point lower than that of National Economics University.
If a candidate achieves a score of 121 in the aptitude test when applying to Hanoi National University, the National Economics University will have an advantage over Hanoi University of Industry.
Similarly, with the same score range, Hanoi University of Science and Technology converted 0.46-1.55/30 points higher than National Economics University while Hanoi University of Industry converted the score equivalent to Hanoi University of Science and Technology. Thus, if using the thinking assessment test results, candidates applying to Hanoi University of Industry and Hanoi University of Science and Technology will have an advantage.
The Ministry of Education and Training has just announced the percentile of exam scores and the comparison of scores of 7 main groups for schools to refer to. However, the Ministry also said that schools will proactively develop and announce the conversion. Because there is no common calculation formula, it currently leads to a situation where each school converts differently. The same level of competency assessment score but the conversion score is different in each school.
Percentile: A Double-Edged Sword
Mr. Nguyen Van Cuong, Dinh Cong ward, Hanoi said that based on the data obtained from the high school graduation exam and the conversion of IELTS certificates, the conversion of the competency assessment test scores (Hanoi National University) according to the formula given by the National Economics University, his child got a total of 25.75/30 points. However, when looking up the data on the school's information portal, the whole family was surprised when the method of calculating the child's score reached the highest, 26.68 points.
"If you don't look it up again, your family and child will only rely on the self-calculated score, and your child may lose the opportunity to study his favorite major because he thinks his score is not enough to register," said Mr. Cuong.
Dr. Sai Cong Hong, Association of Vietnamese Universities and Colleges, said that percentile reflects the relative position of candidates in the score distribution.
If the training institution uses data from two different groups of candidates, comparing percentiles is no longer meaningful because each group may have different levels, learning orientations, and abilities; the score distribution between two independent groups does not reflect the real relationship between two subjects or two groups. Therefore, only when the same person takes both groups can a correlation between the two score distributions be established.
Mr. Hong noted that only data from candidates taking both blocks should be used to build the percentile conversion table. Absolutely do not use the distribution of all candidates from each block separately. That can easily lead to serious errors in score conversion and cause unfairness in admissions.
