Advantages of developing industrial parks and clusters in Long Phu

To exploit its existing advantages, in recent times, this locality has focused on calling for and attracting businesses to invest in industrial parks and clusters, creating a driving force to promote socio-economic development.

According to the planning of Soc Trang province for the period 2021 - 2030, with a vision to 2050, Long Phu district has approved 2 industrial parks (IPs) namely Dai Ngai, Dai Ngai 2 and 3 industrial clusters (CCNs) namely Long Duc 1, Long Duc 2 and Long Duc 3.

Specifically, Dai Ngai Industrial Park has an area of ​​196 hectares. The planning scope of Dai Ngai Industrial Park is in Long Duc commune. According to the planning, Dai Ngai Industrial Park is a multi-industry industrial park with priority to attract textile and garment, leather and footwear, machinery and equipment manufacturing for industrial production, mechanical industries, high value-added industries associated with smart production processes, automation and some other fields that ensure environmental protection requirements according to the province's orientation. In particular, the orientation is to attract investment projects in the following fields: textile and garment industry; mechanical industry, machinery manufacturing, engines, equipment for industrial production, aquaculture, marine exploitation and other marine economic sectors; processing of agricultural and aquatic products (production of feed for livestock, poultry and aquatic products) ...

Dai Ngai Industrial Park is not only suitable for the Soc Trang province's industrial park development plan approved by the Prime Minister and the local land use plan, but is also planned to border National Highway 91B (Southern Hau River National Highway) and part of the Hau River; to the West, about 65m from the bank of Ba Sam Canal; to the South, adjacent to the edge of the rural road along Bao Bien Canal; to the North, about 55m from the center of the road expected to connect with Dai Ngai Bridge. It can be seen that the Industrial Park has a prominent position in terms of waterway and road traffic, which is the reason why many domestic and foreign investors have come to study, learn, survey, and seek investment opportunities in recent times. In addition, Long Phu is also planned for Dai Ngai Industrial Park 2 with an area of ​​250ha, located in Long Duc commune, Long Phu district, adjacent to the National Highway 91B bypass and National Highway 60, the North-South economic development axis (according to the plan). This is a multi-industry industrial park that prioritizes attracting textile, footwear, machinery and equipment manufacturing industries for industrial production and high value-added industries associated with smart and automated production processes.

Regarding industrial parks, Long Phu is planned to have 3 industrial parks: Long Duc 1 with an area of ​​54 hectares, Long Duc 2 with an area of ​​69 hectares and Long Duc 3 with an area of ​​75 hectares. The industrial parks are expected to attract industries such as food processing; milling; agricultural, forestry and aquatic product processing; construction materials production, mechanics, repair and some other industries in line with the local development orientation. In particular, Long Duc 1 and Long Duc 2 industrial parks are both in line with the industrial park development plan of Soc Trang province approved by the Prime Minister in Decision No. 995/QD-TTg, dated August 25, 2023. In accordance with the construction planning approved by the Provincial People's Committee in Decision No. 1792/QD-UBND, dated July 23, 2018 on approving the Adjustment and expansion of the general construction planning of Dai Ngai town, Long Phu district to 2030 and Decision No. 2923/QD-UBND, dated November 20, 2023 on approving the local adjustment of the Adjustment and expansion of the general construction planning of Dai Ngai town, Long Phu district, Soc Trang province to 2030. In accordance with the land use planning of Long Phu district to 2030 approved by the Soc Trang Provincial People's Committee in Decision No. 238/QD-UBND, dated February 9, 2023. Particularly, Long Duc 3 Industrial Park is currently being carried out by the locality with procedures to supplement the land use planning according to regulations. These CNNs are planned in Loi Duc hamlet, Long Duc commune, Long Phu district (Soc Trang) and have convenient locations and traffic advantages like industrial parks.

Comrade Lam Tien Thach - Member of the Provincial Party Committee, Secretary of the Long Phu District Party Committee said that Dai Ngai Industrial Park, Long Duc 1 and Long Duc 2 Industrial Parks were included in the priority list for investment attraction in the period of 2021 - 2025, with a vision to 2030 of Soc Trang province, which created favorable conditions for the locality in calling for investment. The District Party Committee and People's Committee proactively directed specialized sectors and local authorities to carry out procedures according to legal regulations. Currently, localities have made preliminary statistics on the number of households, houses, and architectural works at the planned locations of industrial parks and industrial parks; estimated costs for compensation, site clearance, and resettlement; especially collected people's opinions when the State reclaimed land to implement the project. As a result, the majority of people agreed to hand over land, houses, crops, etc. to build industrial parks and industrial parks. The support of the people is one of the prerequisites for the locality to carry out the site clearance well when there are enterprises investing in the projects. In addition, the locality grasps the resettlement needs of the people in the projects and has planned resettlement areas, so that people can settle down and feel secure in handing over land to implement the project. Along with that, the locality will continue to improve the investment environment, create favorable conditions for land, procedures for enterprises... in the spirit of "mutually beneficial cooperation, harmonious benefits, shared risks".

It can be said that Long Phu has a great advantage in developing zones and CNN because the projects are all located on the coastal corridor, so it is convenient for both road and water traffic. Currently, the whole district has 2 national highways passing through, National Highway 60 and National Highway 91B, 4 provincial roads, 9 district roads, all of which have been invested synchronously. In particular, Dai Ngai 2 bridge is about to be completed and put into use, Dai Ngai 1 bridge connecting Soc Trang and Tra Vinh is being accelerated; National Highway 91B is expected to be upgraded and expanded; Tran De seaport has been planned by the Government with the potential to become a seaport taking on the role of a gateway port to the Mekong Delta; The Chau Doc - Can Tho - Soc Trang expressway project, phase 1, is under construction... With the above advantages, along with the support of the people in the projects and the open-minded spirit of the Party Committee and the government, we believe that after the arrangement, Long Phu will be a potential investment destination for domestic and foreign investors.
