After the merger, Ca Mau province has a total natural area of over 7,942 km2 (ranked 21st/34 provinces and cities), with a population of 2,606,672 people. It is the only province with terrain bordering the East Sea and the West Sea on three sides with a coastline of 254 km, very favorable for developing renewable energy and aquaculture...

Energy "stronghold", shrimp "capital"

As the southernmost province of the country, Ca Mau has a low terrain, a tropical climate with lots of sunshine and wind, which is ideal for developing renewable energy to export electricity to neighboring countries. When Ca Mau (old) - Bac Lieu (old) provinces merge all completed projects and development space, Ca Mau becomes the leading center for renewable energy development in the country, with a total capacity put into operation at present of 469 MW.

Mr. Nguyen Chi Thien - Director of the Department of Industry and Trade of Ca Mau province said that in the Bac Lieu area, 8 wind power plants with a total capacity of 469.2 MW were operating stably. In the Ca Mau area alone, there were 6 commercial operation projects with a total capacity of 225 MW. Currently, Ca Mau has 8 projects that have accepted investment policies (of which 3 projects with a capacity of 276 MW are under construction).

It can be said that renewable energy in Ca Mau province is becoming a new pillar in the clean energy economy with the advantage of soil and terrain, bordering the sea on three sides from East to West with a coastline of up to 254 km. This is an ideal condition for Ca Mau to strongly develop wind and solar power projects and this is also the basis for Ca Mau to set a breakthrough goal of exporting 5,000 MW of electricity from offshore waters by 2040. Despite such advantages and potential, Ca Mau is not without "bottlenecks" in exploitation: the use of energy sources when integrated into the national electricity grid is still very limited, so revenue is affected.

“The main reason is that the transmission line system has not met the actual demand, typically the 110 kV Nam Can transmission line is slow to construct, mainly stuck in the site clearance stage, making the energy source from wind power plants in the area ineffective. Meanwhile, in the Ca Mau Gas - Electricity - Fertilizer Industrial Complex, the mobilization of output from 2 thermal power plants during the dry months also decreased compared to the same period, leading to the total mobilized source in the area reaching only 3,338 million kWh, down 3.2% compared to the same period.

Renewable energy in Ca Mau is becoming a new pillar in the clean energy economy .

From this reality, the People's Committee of Ca Mau province needs to proactively propose to the Ministry of Industry and Trade and the National Electricity System and Market Operation Company Limited (NSMO) to commit to the load source of the two Ca Mau thermal power plants in order to mobilize the gas supply source, leading to the growth of the industrial index as well as contributing to the growth of the general economic resources of Ca Mau province", the Director of the Department of Industry and Trade explained and proposed.

If wind power and solar power are the “strongholds”, shrimp is also the “capital” of the country in terms of export in Ca Mau. Moreover, after the merger, Ca Mau province has a lot of potential and advantages for economic development that few places have. With both salt, fresh, brackish water resources, sea, and forests, all year round people produce and grow plants and animals in many different ecosystems, bringing significant income to households.

According to Luu Hoang Ly, Deputy Director of the Department of Agriculture and Environment of Ca Mau province, after the merger, the entire province of Ca Mau has increased its aquaculture area and processing and export output. In the first 6 months of 2025, Ca Mau's export turnover was 551.8 million USD, up 4.2% over the same period. Ca Mau's nitrogen fertilizer exports reached the milestone of 82.5 million USD, reaching nearly 60% of the plan and increasing 20.8% over the same period.

“This is not only an impressive figure in the field of shrimp and fertilizer exports, Ca Mau has been reaching a significant source of revenue for the locality, but also the foundation to become the capital of the shrimp industry in the country. To achieve the goal of rapid and strong growth for the shrimp industry, for many years, Bac Lieu province has planned 418 hectares of high-tech agricultural area to develop Bac Lieu shrimp (now in Hiep Thanh ward, Ca Mau province)”, informed the Deputy Director of the Department of Agriculture and Environment.

According to Master Pham Hoang Minh - Director of the Management Board of the Bac Lieu High-Tech Shrimp Development Agricultural Zone, the project has been invested by the state with a total capital of 340 billion VND, and the project is currently building infrastructure to prepare for operation. "This is a zone focusing on research, application and technology transfer in the shrimp industry for the Ca Mau peninsula, the Mekong Delta and the whole country. It can be said that traditional production practices and strategic orientations on high-tech aquaculture are the right policy, creating a timely supply value chain for more than 60 countries and territories, and also creating added value for each product at the factories to consumers. This is a long-term process with many aspirations of the agricultural sector", said Master Pham Hoang Minh.

Transport connection, private economy breakthrough

Currently, Ca Mau province is upgrading and expanding the airport (Ca Mau airport) to exploit large aircraft for passenger and cargo transportation with a total investment of 2,400 billion VND. This will be a resource to help Ca Mau province grow economically in the future and also create favorable conditions for foreign investors to come to Ca Mau to invest in projects and eco-tourism from the sea and from the forest.

Along with the airport upgrade, the Can Tho - Ca Mau expressway system is also being accelerated and will be completed by the end of this year. There will be an expressway axis Ha Tien - Rach Gia - Bac Lieu (old). The southern coastal corridor is connected by a system of bridges and connecting roads like blood vessels connecting rural areas to urban areas to promote the advantages of marine economic centers such as: Khanh Lam, Song Doc, Ganh Hao, Cai Doi Vam.

The highway to Ca Mau will be completed by the end of this year.

Regarding transport infrastructure, Mr. Du Minh Hung - Director of the Department of Construction of Ca Mau province informed that according to the direction of the Prime Minister, by August 19, Ca Mau will start construction of the expressway extending to Dat Mui, the project has a length of 81 km, the total investment is expected to be nearly 59,000 billion VND, construction under the emergency mechanism, expected to be completed in 2028 and the sea bridge from Dat Mui to Hon Khoai port has a length of 17.55 km, the total investment is 17,000 billion VND. The Ministry of Construction has also approved the detailed planning for the development of Ca Mau seaports until 2030, with a vision to 2050, accordingly, a series of large ports, including a liquefied natural gas transit port to receive 150,000-ton ships, will be deployed to make Ca Mau a logistics hub in the East Sea and the Southwest Sea.

Mr. Huynh Cong Quan - Director of the Department of Finance of Ca Mau province said that after the merger, from July 1 to now, Ca Mau has 772 newly registered enterprises, with registered capital of 6,020 billion VND (up 77.9%; registered capital increased 87.2% over the same period). Up to now, there are about 6,800 enterprises operating in the province, with registered capital of about 99,000 billion VND. According to the industry structure, the private economic sector has developed strongly in the fields of trade, services, processing industry, manufacturing, construction and aquaculture.

Of which, the trade and service sector accounts for the highest proportion, contributing more than 50% of the total added value of the private sector. The financial services, education, healthcare and tourism sectors are developing rapidly, attracting many businesses to participate. The processing and manufacturing industry is increasingly expanding with many investment projects in agricultural and food processing. The construction sector continues to grow strongly thanks to transport infrastructure projects, new urban areas and real estate. The seafood industry, especially processing and export, continues to play a key role, contributing more than 2.3 billion USD to the province's export turnover.

“Looking at the advantages and potentials, the economic picture of Ca Mau will be a dynamic economic region of the Mekong Delta and the country. Ca Mau's target of 8.5% growth in 2025 is well-founded and optimistic, and the remaining issue is how to achieve the target. Currently, the two-level government in Ca Mau has come into operation, with 64 administrative units at the commune and ward levels. Key officials at the commune and ward levels have received basic training and have worked in departments, branches, and sectors, including members of the provincial Party Committee, standing members of the provincial Party Committee, and deputy directors of departments. This is a rich and abundant human resource, with political courage, high cultural level, high expertise, quick and sensitive understanding of science and technology," the Director of the Department of Finance expected.
