Flood in D'ran: Authorities make every effort to provide relief and overcome damage

After the historic flood that lasted all night on November 19, the "ancient town of D'ran" (now D'ran commune, Lam Dong province) with its movie-like beauty became devastated with hundreds of houses flooded and damaged after only a few hours of being "rammed" by floodwaters. Immediately after the floodwaters receded, the functional forces, local authorities, and commune police deployed work to overcome the consequences.

By the afternoon of November 20, thousands of people in the center of D'ran commune were still unable to return home because most of their belongings were damaged or the floodwater had not yet receded. Standing and looking at the wooden house that her family had lived in for decades, which had its walls washed away overnight, Ms. Nguyen Thi Hue (Tran Hung Dao Street, D'ran Commune) sighed and said that in the past few decades she had not seen such a big flood. Last night, the water rose so quickly that her whole family did not have time to move valuables. When the truck arrived, they only prioritized moving people to a high, safe place. "My son's shop had a lot of machinery and equipment, but everything was swept away and damaged. The damage was worth hundreds of millions of dong, and now I don't know when I can return home. The whole house is overgrown with bushes and is in disarray," Ms. Hue said.

Along Tran Hung Dao Street (also National Highway 27, passing through D'ran Commune), it is not difficult to see houses with crooked, cracked, collapsed walls, submerged in mud, and all kinds of garbage carried by the flood. Not only did the floodwaters flood the areas near the Da Nhim River, but they also flooded houses several kilometers away from Don Duong Bridge. At its peak, the floodwaters rose from 1.5 to 3 meters high, leaving only the roofs of many houses visible.

According to the people, not only did the flood water rise quickly, it also flowed very fast, sweeping away many belongings and properties, breaking glass doors and even blowing away the corrugated iron roofs of houses. Wading in a level 4 house that was still flooded above the knee, Mr. Do Bao Nguyen (D'Ran commune) said that from 11 pm, the water from the Da Nhim River had overflowed and quickly flooded almost to the roof, making it impossible for his family to move all of their belongings and properties in time, only evacuating the entire family of 8 to another safe place. "The water rose very quickly. I have lived here for decades, this flood is twice as big as the historic flood in 1993" - Mr. Nguyen said.

Not only causing damage to hundreds of houses, the flood on the night of November 19 also caused damage to a number of schools, infrastructure, and assets of units. In particular, many buses (16-seat type) of a transport company parked along Highway 27 were also swept away by floodwaters, drifted, crashed, causing damage in many places.

On November 20, after the floodwaters receded, the functional forces, local authorities, and commune police deployed work to overcome the consequences and clean up the roads to ensure safety for vehicles. At the same time, people were advised not to rush back home until the floodwaters had completely receded.

Previously, from the night of November 19, when floodwaters rose after the Da Nhim hydropower reservoir (Da Nhim - Ham Thuan - Da Mi Hydropower Joint Stock Company) continuously increased the flood discharge level to more than 2,000m3/s, combined with prolonged heavy rain, local authorities mobilized forces to support people to evacuate to safety.

That very night, the military, police, and rescue forces also mobilized hundreds of people along with vehicles and canoes to help people evacuate to safety. In particular, in low-lying residential areas, near the banks of the Da Nhim River and the Da Nhim hydroelectric dam area in villages such as Chau Son, Lac Vien A, Chau Binh, Lac Binh... were isolated when the floodwaters rose. By the morning of November 20, more than 400 households with about 1,500 people had been evacuated by the authorities to safety and were provided with adequate food and accommodation.

On the morning of November 20, Mr. Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, along with representatives of several departments and branches, came to inspect the situation, assess the extent of damage and direct the work of overcoming the consequences of floods in D'ran commune. The Chairman of Lam Dong Provincial People's Committee requested the locality to coordinate with relevant agencies to continue monitoring and evacuating people from dangerous areas due to the current complicated floods. At the same time, it is necessary to arrange safe temporary accommodation with adequate necessities, and resolutely not let people return home when safety is not guaranteed; local authorities also need to proactively plan emergency support and promptly count the damage, and develop the earliest recovery plan for the people.
