Due to the impact of the storm, heavy rains that lasted from last night, the Nam Mo River rising, and the release of floodwaters from hydroelectric plants, by early this morning, July 23, many areas in Muong Xen Commune and some communes along National Highway 7 were severely flooded. The water rose so quickly that people had to evacuate urgently at night, many households did not have time to save their property.

Accordingly, the major flood in Muong Xen (Nghe An) occurred at around 9pm on July 22 and peaked at around 4am on July 23. The water rose so quickly that people had to be urgently evacuated at night.

Most of the center of Muong Xen commune, Nghe An province is still submerged in floodwaters due to prolonged heavy rains, severely cutting off areas. Many communes along National Highway 7 are in a similar situation.

When the flood occurred, on the night of July 22, the Muong Xen commune government mobilized maximum forces to rescue the people.
Early in the morning of July 23, forces approached different locations to assess the situation. Many areas in Muong Xen commune lost contact, and initial damage estimates have not yet been made.

Currently, water in some high areas has begun to recede, people are taking the opportunity to clean their houses.
Regarding the flood situation in the highlands of Nghe An, many communes and villages are also isolated and have had their communications interrupted.

The section of National Highway 7 leading to the highland communes of Nghe An province is being cut off due to the rising water level of the Lam River, causing deep flooding.

Faced with that situation, the People's Committee of Nghe An province has requested localities to review and prepare plans to evacuate households in dangerous areas, especially areas near hydropower plants that are discharging floodwaters, areas at high risk of landslides, flash floods, and deep flooding to safe places.

Chairman of Nghe An Provincial People's Committee Le Hong Vinh was present in Muong Xen commune, requesting localities and functional forces to continue to check all boats, rafts, residents and tourists in areas at risk of being affected by the storm circulation; strictly implement storm prevention and control measures. At the same time, all forces must absolutely not be subjective, closely monitor developments, proactively handle all situations, and ensure the safety of people's lives and property.

According to the report of the Standing Office of the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense, Nghe An province has over 1,061 large and small dams. Currently, all dams and reservoirs are being operated by localities and units according to approved natural disaster prevention plans.
