On the morning of May 17th, the Provincial People's Committee held a meeting of the Council for evaluating and selecting investors for the construction of technical infrastructure for the Ninh An Industrial Cluster in Kien Xuong District. Mr. Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, and Chairman of the Council, presided over the meeting.

Comrade Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Chairman of the Council for evaluating and selecting investors for the construction of technical infrastructure in industrial clusters, delivered a speech at the meeting.

The Ninh An Industrial Cluster is located in the communes of Vu Ninh and Vu An, Kien Xuong district, covering an area of 74 hectares. This cluster is planned primarily to accommodate projects requiring relocation to facilitate urban development along the Tra Ly River in Thai Binh city. EFFEL Yarn Joint Stock Company has proposed to be the infrastructure investor. The project has a total investment capital of nearly 680 billion VND for the construction of the industrial cluster's technical infrastructure. Currently, the investor has a financial plan, and plans for infrastructure construction, management, and environmental protection for the cluster are underway. The investment procedures are expected to be completed, and the cluster is scheduled to begin operations in 2025.

The head of the Department of Industry and Trade commented on the investor's capabilities.

At the meeting, representatives from EFFEL Yarn Joint Stock Company reported on the investment plan for the Ninh An Industrial Cluster's technical infrastructure; the Department of Industry and Trade commented on the investor's capabilities. Members of the Council for evaluating and selecting the investor for the construction of the industrial cluster's technical infrastructure discussed and clarified the project's feasibility, land clearance work, the technical infrastructure investment roadmap, the transportation infrastructure construction plan, and assessed the investment, management, and operation capabilities of the enterprise. Council members then voted to award points to the investor, and EFFEL Yarn Joint Stock Company was deemed qualified to be selected as the investor for the construction of the Ninh An Industrial Cluster's technical infrastructure.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee and Chairman of the Council for evaluating and selecting investors for the construction of the industrial cluster's technical infrastructure agreed to assign the Department of Industry and Trade to review the dossier and request the investor to complete it in accordance with regulations. After being considered and approved by the Provincial Party Standing Committee and the Provincial People's Committee, the enterprise needs to promptly implement the investment, develop environmental protection plans, build a synchronized transportation and connection system, and construct a centralized wastewater treatment plant that meets the conditions to attract secondary investors. Resources should be mobilized to invest in technical infrastructure that is synchronized, modern, conforms to technical design, and is completed on schedule. The People's Committee of Kien Xuong district should coordinate with the investor to promptly implement land clearance procedures; select and recruit secondary investors to operate effectively, contributing to the socio -economic development of the locality.
