On May 31st, after two days of initial trial, the Judges' Panel of the Vinh Long Provincial People's Court sentenced defendant Bui Kim Chau (36 years old, residing in Tan Quoi Town, Binh Tan District, Vinh Long Province) to 13 years in prison for fraud and appropriation of property.

According to the indictment, around 2016, Chau organized and managed a rotating savings and credit association (ROSCA). During the ROSCA, many members were not present to witness the draw but relied solely on Chau's announcement of the results to pay when someone won the lottery.
Taking advantage of this trust, Chau conceived the idea of embezzling money from the members of the rotating savings scheme to pay off debts and for personal expenses. She did this by using fictitious names of members and arbitrarily using their names to collect the money. Furthermore, Chau also tried to sell the scheme to others even though no members were willing to sell, aiming to embezzle the money collected from the members. In October 2019, Chau declared bankruptcy. By this time, she had embezzled over 1.6 billion VND from more than 70 members.
In court, as well as during the investigation, Chau confessed honestly, showed remorse, and paid 20 million VND to mitigate the consequences.
Considering Bui Kim Chau's actions negatively impacted local security and order, the court sentenced the defendant to the aforementioned punishment for the crime of fraud and appropriation of property.
