Rotate and assign doctors to commune health stations

Mobilizing human resources from the Department of Health , hospitals, and medical centers to commune health stations to ensure that grassroots health care is not interrupted.

The Ministry of Health has just sent a document to the People's Committees of provinces and centrally run cities; the Department of Health of provinces and centrally run cities regarding the rotation, transfer and assignment of cadres to the commune level.

According to the Ministry of Health, implementing Conclusion No. 137-KL/TW of the Politburo and Secretariat on the Project to rearrange and reorganize administrative units at all levels and build a 2-level local government organization model, for the organization model of commune health stations and district health centers: "Maintain the educational and health service units and transfer to the commune-level government the management of junior high schools, primary schools, kindergartens, and health stations of the new grassroots units to ensure health care for people at the grassroots level and ensure enough schools and classes for students in the grassroots area. For the current medical centers under the People's Committees at the district level, they will be transferred to the Department of Health for management to organize service provision according to inter-commune and ward areas."

The Ministry of Health is drafting and seeking comments from ministries, branches and localities to issue a Circular guiding the functions, tasks, powers and organizational structure of commune, ward and special zone health stations according to the 2-level local government organization model.

Implementing the Prime Minister's direction in Official Dispatch No. 01-TB/DU dated April 2, 2025 on paying attention to preventive medicine and grassroots health care, especially in the context of merging a number of provincial-level administrative units, not organizing at the district level, to stabilize human resources to serve the care, protection and improvement of people's health well, towards all people being equal in enjoying convenient and quality medical services from the central to local levels, it is necessary to urgently deploy 1,000 doctors to the grassroots level. The Ministry of Health said that the Ministry is currently developing a project to implement the above content.

The Ministry of Health requests the People's Committees of provinces/cities under the Central Government and the Departments of Health of provinces/cities under the Central Government to have plans to rotate, transfer, and mobilize human resources from the Department of Health, hospitals and medical centers under the Department of Health, and related units under the People's Committees of provinces/cities to the commune level (including at least 1 medical specialist at the Department of Culture and Society and 01 doctor at the commune health station).

According to the Ministry of Health, this is to ensure that the operations of the grassroots health system are not interrupted, providing full professional and technical services to meet the model of a two-level local government organization system.
