Focus large resources, synchronous investment
In the atmosphere of the historic autumn days, Hai Phong city solemnly held the groundbreaking and inauguration ceremony of 9 key projects, demonstrating the determination and strong aspiration of the Port City in the new period. 6/9 projects in the transport sector continue to affirm the consistent viewpoint: investing in modern and synchronous transport infrastructure to expand space and create growth momentum. With that policy, in the past 5 years, Hai Phong and Hai Duong have both focused on investing in synchronous and modern transport infrastructure.
Accordingly, the old Hai Duong province planned 6 North-South connecting axes, 9 East-West connecting axes, belt 1 and belt 2 of Hai Duong city, focusing resources on implementing traffic projects connecting 57 important projects with a total length of about 285 km, total investment of nearly 30,000 billion VND; completed, handed over and put into operation 15 projects, under construction 16 projects, preparing to invest 26 projects.
Hai Phong City previously focused on investing in upgrading inter-regional road traffic infrastructure, seaports, waterways, and aviation, especially Lach Huyen Port Area and Cat Bi International Airport. In 2025 alone, 4 ports were inaugurated, bringing a total of 6 deep-water ports into operation at Lach Huyen Port Area. From here, Hai Phong continues to make its mark on the international maritime map when large-tonnage ships can travel directly from Hai Phong to the US and European markets.
As for the T2 Passenger Terminal project - Cat Bi International Airport, which has just started construction, when completed, it will increase the capacity to 5 million passengers/year, meeting the development and international integration needs of the dynamic and strongly developing Port City. In terms of road traffic, the city focuses on many large projects such as the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien Street; continuing to implement the coastal expressway; removing difficulties and obstacles in the coastal road construction investment project through Hai Phong city and 9 km in Thai Binh province under the form of public-private partnership...
Immediately after the merger, the new Hai Phong city urgently built an investment plan for a high-speed East-West connection route, contributing to the formation of a traffic axis linking the two urban centers of the old Hai Duong city and Hai Phong city. The city also closely coordinated with ministries and branches and especially proactively allocated nearly 11,000 billion VND from the city budget to contribute funds to implement the Lao Cai - Hanoi - Hai Phong railway project, the section passing through Hai Phong.

Orientation for modern and smart development
Speaking at the announcement ceremony of the National Assembly's Resolution on the merger of Hai Phong and Hai Duong, Prime Minister Pham Minh Chinh emphasized: Hai Phong must think deeply, act big, and act decisively to become a leading modern industrial and logistics center, with strategic, synchronous, and smart infrastructure.
This direction is also the strategic orientation for the new development phase of Hai Phong. In which, transportation continues to play the role of "blood vessel" leading economic growth, expanding urban development space and enhancing the competitiveness of the Port City.

The draft Political Report submitted to the City Party Congress for the 2025-2030 term identifies the task of developing transport infrastructure associated with promoting regional connectivity. Accordingly, Hai Phong will gradually build a synchronous and modern transport infrastructure system, conveniently connecting with the whole country and internationally with all 5 types of transport: road, rail, sea, waterway and air, following a multimodal model. The city focuses on accelerating the progress of routes connecting to coastal roads, seaport area intersections and the provincial road network according to the planning. The completion of Hai Phong's Ring Road 2 and Ring Road 3 (old) and routes connecting to Hai Duong (old) will expand development space, effectively exploiting existing and newly planned expressways. In addition, the city continues to implement, research and propose investment in inter-provincial transport projects according to the approved planning.
Regarding sea transport, to promote the "exclusive" position of the gateway to the sea of the North, the city coordinated to speed up the construction progress to complete the remaining wharves of Lach Huyen international gateway port; build the starting wharves of Nam Do Son seaport and Van Uc river port area. Along with that, implementing Resolution 226 of the National Assembly, after being decentralized to manage all inland waterways in the area, Hai Phong focused on renovating connecting inland waterway corridors; developing coastal waterways, connecting Do Son tourist area with Cat Ba archipelago, Ha Long Bay; connecting major river mouths of the city and neighboring provinces, connecting with seaport areas to take advantage of river-sea transport.
In the railway sector, the city focuses resources on investing in the Lao Cai - Hanoi - Hai Phong railway connecting Hai Phong seaport; coordinating the implementation of the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project; renovating the Kep - Ha Long railway located on the corridor for developing industrial parks to promote the advantages of the railway connecting provinces and cities on the Vietnam - China economic corridor.
Regarding aviation, Hai Phong is accelerating the construction of passenger terminal 2, cargo terminal, expanding the aircraft parking lot at Cat Bi International Airport, and at the same time researching and planning Hai Phong International Airport in the southern coastal economic zone of Hai Phong, as a foundation for investment in the coming period.
With high political determination, long-term vision and synergy after the merger, Hai Phong is entering a breakthrough development phase. The goal by 2030 is for Hai Phong to become the national maritime economic center, the leading logistics and seaport service center in Southeast Asia with a modern system of transport infrastructure, seaports, airports and urban areas.
