Ministry of Science and Technology: Proactively and resolutely implementing tasks, creating a foundation for the development of science, technology, innovation and digital transformation

In August 2025, the Ministry of Science and Technology (MOST) implemented many key tasks and achieved outstanding results, from building and perfecting institutions, implementing key activities, and at the same time acknowledging the practice of the two-tier local government model. Along with that, digital transformation continues to be affirmed as a strategic driving force for creating a smart State, an autonomous economy, and an inclusive digital society.

On September 4, 2025, the Ministry of Science and Technology held a regular press conference and information provision to share with the press about outstanding results in August 2025 and key tasks in September 2025.

The press conference was chaired by Deputy Minister of Science and Technology Bui Hoang Phuong, Director of the Center for Science and Technology Communication Nguyen Thi Hai Hang, and Chief of Office of the Ministry of Science and Technology Ha Minh Hiep. Attending the press conference were leaders of a number of relevant units under the Ministry and more than 50 reporters and journalists representing news agencies and newspapers.

Perfecting institutions and promoting key activities

In her opening speech, Ms. Nguyen Thi Hai Hang said that in August, the Ministry of Science and Technology actively and proactively implemented many key tasks, making important contributions to the development of science , technology, innovation and digital transformation (S&T) of the country.

Regarding the work of developing projects/legal documents, the Ministry has submitted to the Government and the Prime Minister for promulgation 04 Resolutions, 01 Decree, 03 Circulars and 02 important Decisions, including Resolutions on including the draft Law on Digital Transformation, Law on High Technology (amended), Law on Intellectual Property (amended), Law on Technology Transfer (amended) into the National Assembly's 2025 Legislative Program. The Ministry has issued 03 Circulars related to natural disaster prevention, digital signature authentication, as well as model authentication regulations, contributing to institutional improvement and enhancing management effectiveness. The Ministry of Science and Technology has also closely coordinated with the Ministry of Home Affairs in the process of drafting and submitting to the Government for promulgation Decree No. 231/2025/ND-CP dated August 26, 2025 regulating the selection and use of Chief Engineers and Chief Architects for Science, Technology, Innovation and National Digital Transformation.

A number of important events have been organized by the Ministry of Science and Technology, typically: Successfully organizing the 1st Congress of Delegates, term 2025-2030 of the Party Committee of the Ministry of Science and Technology with the participation and direction of comrade Pham Minh Chinh, Secretary of the Government Party Committee, Prime Minister; Deputy Prime Minister Nguyen Chi Dung and leaders of central ministries and branches.

Within the framework of the National Achievements Exhibition on the occasion of the 80th Anniversary of National Day, the Ministry of Science and Technology successfully organized the following activities: Exhibition of achievements in Science, Technology, Innovation and Digital Transformation; Forum "Future of Science and Technology, Innovation, National Digital Transformation"; "AI Forum in the Digital Age"; Chairing the Vietnamese Intellectuals to attend the Parade and March to celebrate the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam.

In coordination with the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism organized a special issuance of a postage stamp set commemorating the 80th anniversary of the National Day of the Socialist Republic of Vietnam.

On the occasion of the 80th anniversary of the Postal Traditional Day and the 66th anniversary of the Science and Technology Traditional Day, the Ministry organized many meaningful activities such as: Offering incense to commemorate the heroic martyrs of the Postal sector at the Memorial of martyrs of the Quang Nam - Da Nang Postal sector and the Cemetery of martyrs of the Information and Postal Sector "R" in Tan Bien, Tay Ninh; Meeting with retired cadres in the Central and Southern regions.

The Ministry also participated in the delegation accompanying Party and State leaders in high-level foreign affairs activities in Korea; continued to promote international cooperation activities with foreign partners, attended the 12th Vietnam Information Technology Day 2025 (Vietnam IT Day) in Japan; welcomed and worked with international delegations such as Qualcomm Group, Amazon Group, and the Singapore Semiconductor Industry Association.

The Ministry of Science and Technology organized 12 working delegations in 34 provinces and cities nationwide to grasp, remove, and support localities in promptly handling and resolving arising issues, to better operate the unified, synchronous, and smooth two-level local government model according to the direction of the Politburo and the Secretariat in Conclusion No. 177-KL/TW dated July 11, 2025 and Conclusion No. 178-KL/TW dated July 17, 2025.

In September, the Ministry of Science and Technology will continue to focus on developing and submitting to the Government important draft laws, including the Law on High Technology (amended), the Law on Digital Transformation, the Law on Technology Transfer (amended), and the Law on Intellectual Property (amended), to ensure the progress of submission to the National Assembly at the 10th Session of the 15th National Assembly. At the same time, the Ministry will submit to the Prime Minister documents related to the Decision on amending and supplementing the National Postal Code; the National Digital Architecture Framework; the Decision on amending, supplementing, and updating the National Strategy on Research, Development, and Application of Artificial Intelligence to 2030; and the Decision on promulgating the Digital Government Development Program. Review and adjust the Planning of public science and technology organizations; Developing and utilizing talents, high-quality human resources, and leading experts to serve the development of national science, technology, innovation, and digital transformation to implement the National Strategy on attracting and utilizing talents by 2030, with a vision to 2050.

Two-tier local government: Recording results, identifying challenges

Informing the results of 12 working delegations of the Ministry working in 34 provinces and cities (from August 12 to August 29, 2025) to evaluate the operation of 2-level local governments and deploy tasks of decentralization, delegation of power, and determination of authority in the field of science and technology, Mr. Ho Hong Hai, Deputy Director of the Department of Legal Affairs, Ministry of Science and Technology said that the working results recorded many outstanding results.

Mr. Ho Hong Hai, Deputy Director of the Department of Legal Affairs, Ministry of Science and Technology, discussed and answered questions from reporters and journalists.

Regarding administrative procedure processing, 381 records were processed locally, focusing on the following areas: quality measurement standards (165 records), intellectual property (16), nuclear radiation safety (28), radio frequencies (98), science and technology (51), telecommunications (19), and postal services (4).

Regarding digital infrastructure, 100% of provinces and cities have connected to a dedicated data transmission network to the commune level. The electronic one-stop software is synchronized and integrated with the National Public Service Portal. Many localities have a record digitization rate of over 90%.

Regarding human resources, localities have arranged one-stop staff, organized training courses on digitalization of records, science and technology management, and digital transformation; some provinces have issued long-term plans for training human resources in science and technology and IT.

The results of the work also recorded some common difficulties and problems, such as: Lack of synchronous infrastructure, especially in newly merged communes/wards; old equipment, remote areas with low or no signal; data systems still have problems when connecting (VNeID, household registration, frequency software, etc.).

There is a shortage of IT and digital transformation specialists, especially at the commune level; staff in some specialized fields (telecommunications, intellectual property, measurement) have not received in-depth training.

Limited budget for digital infrastructure in the 2026–2030 period; lack of guidance on budget development and use of science and technology career resources for digital transformation activities at the commune level.

Some decrees and circulars are slow to be amended and supplemented; there is a lack of detailed guidance on intellectual property, radiation safety, and digital transformation human resources; the decentralization of the Provincial People's Committee is still inadequate in licensing and management.

In order for localities to better perform their decentralized and delegated tasks, the Ministry of Science and Technology recommends that the Government support targeted budgets and medium-term public investment in IT infrastructure; prioritize training and allocation of IT staff, especially in mountainous areas; perfect legal mechanisms and data connections between ministries and branches; and allow the reception of "non-administrative boundary" records.

Recommend units under the Ministry of Science and Technology to guide and train localities on IT, digital transformation, AI; build a national digital architecture framework 2.0, a framework for evaluating the effectiveness of digital transformation; recognize the legal value of electronic records and digital signatures; maintain a standing team and a 24/7 online support group for localities.

Digital Transformation: Creating a Smart State, Self-Reliant Economy, Digital Society

At the press conference, Mr. Le Van Tuan, Deputy Director of the National Digital Transformation Agency, emphasized that digital transformation, along with science, technology and innovation, especially AI, is becoming a strong driving force shaping the future.

Mr. Le Anh Tuan, Deputy Director of the National Digital Transformation Department, discussed and answered questions from reporters and journalists.

The Party and the State have issued many resolutions and strategies, of which Resolution 57-NQ/TW identifies digital transformation as a strategic breakthrough, setting a target of digital economy reaching 30% of GDP by 2030, and 50% of GDP by 2045. The Government has implemented this through many programs and decisions, most recently Resolution 71/NQ-CP.

By 2025, the digital government ranking will increase by 15 places, with nearly 40% of all online records. IT revenue will reach VND2,772 trillion (up 24%), hardware and electronics exports will increase by 29%. 21.8 million digital certificates will be issued (35.18% of the adult population); 17.5 million citizen identification cards; 64 million VNeID accounts. 99.3% of villages will have a broadband mobile network; mobile Internet speed will be 146.64 Mbps (ranked 20th in the world); 5G coverage will reach 26%.

Currently, all ministries, branches and localities have issued and implemented Resolutions, plans and projects on digital transformation for 5 years and every year in the new period according to the policies and orientations in Resolution No. 57-NQ/TW. Resolution No. 57-NQ/TW has determined: "Institutions are a prerequisite, need to be perfected and go one step ahead", "making institutions a competitive advantage in the development of science, technology, innovation and digital transformation" .

Vietnam has determined to not only adapt but also aim to "catch up, move forward and surpass", therefore, drastic and visionary institutional actions are an urgent requirement. Therefore, the Government is urgently building a legal corridor on digital transformation to create a solid legal foundation and create a new development space for the country.

With an institutional foundation for digital transformation completed over time, this is a launching pad to build Vietnam in the digital age.

One is a creative, intelligent and distance-free State.

In the near future, we will witness a State that operates on the principle of "digital from the start". Management, operation, and service provision decisions will be made based on real-time data, supported by AI systems for analysis and forecasting.

People and businesses will experience comprehensive, paperless public services; proactive service, personalized based on data and AI; administrative boundaries will be erased in the digital environment, creating a truly unified and serving administration.

Second , a dynamic, competitive and autonomous digital economy.

The legal corridor will unlock resources, especially data resources, to create a level playing field for all economic sectors. Enterprises, especially small and medium enterprises, will have access to shared digital platforms, open data and support policies to participate in the digital value chain.

"Make in Vietnam" digital technology enterprises are expanding, not only dominating the domestic market but also confidently expanding globally. New economic models such as the platform digital economy and data economy will develop in a healthy competitive environment, regulated by clear anti-monopoly laws. AI will permeate all fields to improve productivity and create products and services with Vietnamese brands.

Third , a humane, inclusive and safe digital society.

Vietnam's digital transformation puts people at the center. Every citizen, whether in urban, rural or mountainous areas, has the opportunity to access digital connectivity and is equipped with basic digital skills to participate in the digital society.

We are moving towards a society where "digital citizens" are fully protected. National cultural values ​​will be preserved and strongly spread in the digital environment; everyone has the opportunity to learn throughout their lives to continuously improve their capacity and adapt to changes in digital technology.

At the Press Conference, in addition to informing and clarifying a number of contents related to the results of the implementation of activities of two-level local governments, the application of information technology in state agencies, the development of e-Government, digital Government and the national digital transformation process, the Organizing Committee received nearly 20 questions from press agencies. The Center for Science and Technology Communication proactively compiled the questions and coordinated with relevant units to prepare complete feedback information./.
