Dan Phuong Commune: Applying digital transformation and AI to achieve breakthroughs and strong development.

The leaders of Dan Phuong commune believe that digital transformation and the application of artificial intelligence (AI) are not only an inevitable trend of the times but also a golden opportunity for Dan Phuong commune to break through and rise strongly. On the morning of August 19th, Dan Phuong commune held a ceremony to launch the implementation of plans and movements to carry out Resolution 57-NQ/TW dated December 22, 2024, of the Politburo; the "Digital Ecosystem" model, "Happiness with AI – Lighting up Digital Knowledge"; and to continue promoting the "Digital Literacy Movement" and the "AI Training Race" in the commune.

Resolution No. 57-NQ/TW of the Politburo identifies digital transformation, science and technology, and innovation as strategic breakthroughs and key drivers for the rapid and sustainable development of the country. The goal is for Vietnam to be among the top 30 countries in the world in innovation by 2030. By 2045, Vietnam aims to become a developed, high-income country with digital technology and artificial intelligence corporations of regional and global stature.

Resolution 57 outlines key tasks such as reforming institutions and policy mechanisms; developing digital infrastructure and digital data; developing high-quality human resources; and promoting research and application of new technologies, especially AI.

Speaking at the launching ceremony, Chairman of the People's Committee of Dan Phuong commune, Nguyen Viet Dat, said that in response to the spirit of digital transformation, Dan Phuong commune has proactively issued and implemented many plans. These include Plan No. 50/KH-UBND dated August 14, 2025, implementing Plan No. 139/KH-UBND of Hanoi City; and a plan to launch the "Digital Literacy Movement" to popularize digital skills, improve access to and use of online public services, and apply technology and artificial intelligence for all segments of the population.

In addition, the commune also issued a plan to implement Directive No. 11/CT-UBND on "45 days and nights of campaigning to support digital transformation activities," mobilizing the combined strength of the political system and the digital community, ensuring that 100% of officials, civil servants, and employees receive digital skills training, and 100% of community digital technology teams operate effectively.

In addition, the commune has issued a plan to implement the "Happiness with AI - Lighting Up Digital Knowledge" model, creating an environment for people to access and apply AI in their lives, from production and business to time management, improving the quality of life. The plan also includes the implementation of a "Digital Education Ecosystem" model in public schools, integrating technology and data into management and teaching, creating strong connections between schools, parents, and the government, and improving the overall quality of education.

In response, the Vice Chairman of the Fatherland Front Committee and Secretary of the Youth Union of Dan Phuong commune, Hoang Minh Ngoc, said that with a spirit of initiative and creativity, the youth of Dan Phuong commune have identified this as an opportunity to affirm their pioneering role, ready to undertake difficult and new tasks that require skills and enthusiasm.

Over the past period, the Youth Union of the commune has established and maintained a "Youth Volunteer Team to Support the Operation of the Two-Tiered Local Government Model" at the commune's Public Administrative Service Point. The team has assigned personnel to be on duty regularly from Monday to Friday each week, directly assisting and guiding people in accessing and using online public services. Since its establishment, the team has guided and assisted thousands of people in completing administrative procedures quickly and efficiently, contributing to increased public satisfaction.

Implementing Directive No. 11 dated July 24, 2025, of the Hanoi People's Committee, and entering the "45-day campaign to support digital transformation activities in the initial phase of operating the two-tiered local government model" in the commune, the youth of Dan Phuong continue to maintain and develop the volunteer youth team to support people in carrying out administrative procedures, especially online public services.

A golden opportunity for Dan Phuong commune to make a breakthrough.

At the launching ceremony, Dan Phuong commune announced and presented the Decision to establish 3 Digital Knowledge Connection Teams for the Education and Training sector of the commune; and 26 Digital Knowledge Creation Teams in villages and residential areas within the commune.

The Digital Knowledge Connection Team of the Education and Training Sector in Dan Phuong commune is responsible for supporting, implementing, perfecting, and effectively utilizing the sector's database; digitizing school records and documents; developing educational apps and software applications for: nurturing, managing diplomas and certificates, teacher and student attendance tracking, cashless fee collection, timetable scheduling, library management, and communication between families and schools. In addition, they advise on the implementation of smart classrooms, smart libraries, smart schools, etc.

The digital knowledge creation teams in villages and residential areas within the commune are tasked with disseminating information and promoting the Party's guidelines and policies, and the State's laws on digital transformation to people and businesses in the villages and residential areas. They also directly guide and support businesses, households, and individuals in the area on digital skills and the use of digital technology applications such as eTax Mobile, the "Digital Citizen of Hanoi - iHanoi" application, and the VssID digital social insurance application.

To achieve the set goals, Chairman of the People's Committee of Dan Phuong commune, Nguyen Viet Dat, requested that Party committees, authorities, and mass organizations thoroughly understand the content of Resolution 57-NQ/TW and its implementation plans; and concretize them into programs and action plans suitable to the actual situation.

Villages and residential areas are promoting the role of community digital technology teams, mobilizing people to actively participate in learning and experiencing digital platforms, online public services, the "Digital Literacy Movement," and the "AI Training" competition. Schools are implementing a comprehensive "Digital Education Ecosystem," actively innovating teaching and learning methods, effectively utilizing technological equipment, and making digital skills a core competency for students.

Speaking at the launching ceremony, the Secretary of the Party Committee and Chairman of the People's Council of Dan Phuong commune, Nguyen Gia Hien, emphasized that the First Congress of the Dan Phuong Commune Party Committee, for the term 2025-2030, will be guided by the motto: Modern – Efficient – ​​For the People. The Congress has identified one of the three breakthroughs as "Promoting the development of science and technology, innovation, and comprehensive digital transformation" with solutions to proactively access and apply the achievements of the fourth industrial revolution, encourage innovation and the application of new technologies in all fields; building a digital government and digital citizens while ensuring information security and safety...

In line with that spirit, the Party Committee of Dan Phuong commune has identified the development and implementation of plans and the launching of the "Digital Literacy Movement" as a crucial step to raise awareness and popularize digital skills among all segments of the population. Simultaneously, it aims to integrate digital applications, online public services, digital agriculture, e-commerce, etc., into the daily lives of the people. This will contribute to the successful implementation of the Resolution of the First Party Congress of Dan Phuong commune, term 2025-2030.

Mr. Nguyen Gia Hien suggested that Party committees, departments, and mass organizations in the commune thoroughly understand Resolution 57-NQ/TW, linking the responsibility for digital transformation within their respective units and areas of responsibility, and using results as one of the criteria for evaluating collectives and individuals annually. Cadres and Party members must be the pioneering force, setting an example in digital transformation and guiding and supporting the people in its implementation, determined to make Dan Phuong commune a shining example in the digital transformation movement of Hanoi City.

At the launching ceremony, the leaders of Dan Phuong commune presented two 75-inch Samsung televisions to Dong Thap Secondary School and Tan Thinh village.
