Burden of land conversion costs
Ms. Le Phuoc Thien Thu (Cu Chi, Ho Chi Minh City) needs to repair and expand her old house. She has applied to convert the adjacent land into residential land, however, according to the new land price list, the tax payable is up to nearly 600 million VND, far beyond her ability to pay. Ms. Thu shares her wish for a reasonable policy so that people can have stable housing.

Since the new land price list was applied in Ho Chi Minh City, the number of applications for land use conversion at real estate offices has decreased sharply, to only 1/10 of the previous number. According to Mr. Hoang Viet - a real estate specialist in Cu Chi, residential land prices have increased 10-20 times, pushing conversion costs up to 250-300%, becoming a difficult problem for people.
Solutions from experts and regulators
Faced with the above shortcomings, experts have made many proposals to resolve them.
Lawyer Nguyen Duc Huu - Ho Chi Minh City Bar Association proposed to exempt land use fees within the limit for people who do not have a single house or allow them to pay 10-20% in advance. He warned that if they cannot legally convert, people may break the law by building houses without permission or without permission.
Mr. Nguyen The Phuong - Vice President of the Vietnam Valuation Association agreed with the increase in agricultural land prices in urban areas but proposed a more reasonable adjustment level, which should be only 20% instead of 65-70%. He specifically proposed the level of collection of the difference between residential land prices and agricultural land prices: 30% for land within the limit and 50% for land outside the limit.

On the management side, Mr. Vo Anh Tuan - Deputy Director of the Department of Land Management, Ministry of Agriculture and Environment said that the Ministry is considering amending 6 related decrees, including Decree 71 on land prices, to overcome arising difficulties and problems.
Comments on the revised Land Law will be compiled and the dossier will be completed and submitted to the Government before August 10, 2025. This revised law project is expected to be submitted to the National Assembly at the 10th session and take effect from the beginning of 2026.
