Worried that land procedures would take a long time, Ms. Le Thi Cam (62 years old), from Hieu Giang commune, Quang Tri province, arrived at the Public Administration Service Center (PVHCC) of the commune very early. While still confused with the list of administrative procedures using QR codes, the union members proactively asked her questions and gave her detailed instructions on how to select and register the content to be transacted through a single scan of the code.

“I thought I would have to wait in line for a long time when I arrived at the headquarters. Unexpectedly, the union members guided me very enthusiastically as soon as I arrived. From registration to preparing documents, submitting and receiving results, everything was quick and convenient. I was really surprised because the procedures are now much easier. Thanks to the detailed instructions from the members, next time I come to the PVHCC Center, I can do the procedures myself,” said Ms. Cam.

Hieu Giang commune was established on the basis of merging Cam Tuyen, Cam Thuy, Cam Hieu, Thanh An communes. In recent days, the working atmosphere at the commune's Public Service Center has always been urgent and serious. Thanks to the strong support from the volunteer team, many people, especially the elderly, have shortened the procedure process, eliminating cumbersome steps. This makes people very excited.

Talking to reporters, Vice Chairman of the Vietnam Fatherland Front Committee, Secretary of Hieu Giang Commune Youth Union Nguyen Quy Nhat Linh said that, implementing the direction of the higher-level Youth Union, the commune Youth Union has made early preparations to be able to contribute youth strength with the homeland and country to achieve major goals. The whole commune currently has a youth volunteer team of 10 members who are regularly present at the commune's Public Service Center.

You support people to perform basic operations on public devices; install and use the VNeID application, electronic identification accounts; support people to use the National and local Public Service Portal, including: Submitting documents online, looking up settlement results, making online payments, registering for electronic citizen accounts... "Not everyone can easily access new technology, so our volunteer team is always here to best support people in the early days of the 2-level government coming into operation," said Mr. Linh.

Not only in Hieu Giang commune, after merging administrative units, the youth of the whole province simultaneously launched 79 youth volunteer teams with more than 1,500 volunteers in communes, wards and special zones.

Based on the characteristics and operational situation of local authorities, Youth Union chapters at all levels in the province have proactively deployed youth volunteer teams "Accompanying the locality", focusing on key tasks: Supporting the authorities in correcting records; guiding people in using VNeID, updating identity information, declaring records online on the Public Service Portal, and synchronizing personal data according to the new address.

At the same time, clean the premises of administrative offices, arrange meeting rooms to prepare for voter meetings, and arrange facilities. In addition, the teams have flexibly built the model "Green shirts welcome people - Close to people, close to work" to guide people on the process of receiving and handling administrative procedures, issuing queue numbers, supporting recording, looking up file codes; deploying the model "1 on 1" to support the elderly in making social pension applications.

Some commune Youth Unions have also established "Mobile Youth Support Teams" in villages and hamlets to "go to every alley, knock on every door, and check every case" to directly support people who have difficulties in registering for VNeID accounts, updating personal information, and confirming residence...

The youth volunteer teams “Accompanying the locality” will continue to operate from July to the end of August 2025, with the goal of promoting the pioneering, voluntary and creative role of union members and young people in supporting local authorities in performing administrative tasks and digital transformation; at the same time, helping people effectively access online public services. This is also an environment for training and dedication for young people, contributing to the building of digital government and digital society right from the commune, ward and special economic zone levels.

Deputy Secretary of the Provincial Youth Union, Chairman of the Provincial Youth Union Inspection Committee, Chairman of the Vietnam Youth Union of Quang Tri province Nguyen Quoc Toan acknowledged the initiative and pioneering spirit of the volunteers, and at the same time requested the units to continue to closely follow the instructions, proactively and creatively in their work to meet the practical requirements of each locality.

“Supporting the operation of two-level government is identified as one of the key and most important activities of the 2025 Summer Youth Volunteer Campaign. With high determination and promoting the spirit of vanguard, Quang Tri youth continue to spread the pioneering spirit in digital transformation, administrative reform and contribute to building a friendly government serving the people,” affirmed the Deputy Secretary of the Provincial Youth Union.
