Bamboo, reeds, and rattan die and dry - high risk of forest fires in hot season

Authorities and local people inspect bamboo forests in Son Ha commune (Quan Son).

In mid-April 2025, we were present in Na Meo commune - one of the communes with a large area of bamboo, reed, and bamboo forests with an area of 1,727 hectares. Mr. Luong Van Huan, Chairman of Na Meo Commune People's Committee, said: The area of bamboo, reed, and bamboo forests with a large area not only affects people's income but also poses a potential risk of forest fires. Faced with this situation, Na Meo commune has stepped up propaganda work to raise awareness and responsibility of people and forest owners in forest protection (BVR), forest fire prevention and fighting (PCCCR). In villages with high risk of forest fires, the commune has coordinated with functional forces to increase patrols, forest fire watch, and control people entering and exiting forests with high risk of fire. Fully prepare and be ready with forces, means, and logistics to fight forest fires according to the motto "four on-site".

Mr. Ngan Van Theu, Sa Na village, shared: "My family has 15 hectares of bamboo, reed, and bamboo forests, of which 8 hectares are damaged. After being informed about fire prevention and control measures by the commune officials, my family assigned members to take turns checking the damaged bamboo, reed, and bamboo forests. Thereby, contributing to local forest protection, especially during hot days when temperatures rise."

Not only in Na Meo commune, the phenomenon of bamboo, rattan, and bamboo forests being denuded is happening in all communes and towns in Quan Son. As of April 19, Quan Son district has 9,341.9 hectares of bamboo, rattan, and bamboo forests being denuded, in which, the communes with large areas of denuded forests are: Muong Min, Na Meo, Son Dien, Son Lu town... Mr. Le Kim Du, Head of Quan Son District Forest Protection Department, said: In fact, the growth cycle of bamboo trees is about 30 years; bamboo and rattan trees from 40 to 45 years old often flower and dry up. The denudation process lasts about 1 year, after which the trees recover and regenerate a new growth cycle. The denuded bamboo forests not only affect people's lives but also pose a high risk of forest fires during the hot season. Currently, the Quan Son District Forest Protection Department has directed local forest rangers to advise the People's Committees of communes and towns to review and supplement forest fire fighting plans. Organize command and guard duty in key areas at times of high risk of forest fires. Propagate to local people to continue to carry out forest protection and forest fire prevention and control work well; do not use fire in the forest, do not process agricultural vegetation near the forest when fire prevention and control is not yet safe. Place fire prohibition signs in key areas, and the communes of Na Meo, Muong Min, and Son Dien guide forest owners to implement silvicultural measures to protect and develop forests in the area. At the same time, the unit has requested the Quan Son District People's Committee to report to competent authorities to support households in restoring and developing bamboo, reed, and rattan forests in the area.

Currently, in Quan Son district, the weather is complicated, hot, dry, and prolonged, combined with strong Lao winds. The whole district has over 82,000 hectares of forest identified as key areas prone to forest fires in Thanh Hoa province. In particular, key communes include: Na Meo, Muong Min, Son Thuy, Son Ha, Trung Xuan, Tam Thanh, Tam Lu, Son Dien with over 11,000 hectares of forest at high risk of forest fires, including 9,341.9 hectares of flammable materials such as bamboo, rattan, bamboo, giang... dead and le trees, reeds, and very thick ground cover. A part of the people often go into the forest to trap and exploit forest products, causing pressure on forest security. In addition, the demand for household wood, especially wood for house construction is very high; backward customs, slash-and-burn farming of the people, especially the Mong people; Beekeeping is quite common... are the main causes of forest fires on hot days.

Mr. Ha Van Toan, Head of the Department of Agriculture and Environment, Quan Son District People's Committee, said: The District Party Committee, District People's Committee, communes, towns, functional sectors, forest owners and people of Quan Son district determined that forests are not only a precious resource, of great ecological and environmental value, contributing significantly to socio-economic development, ensuring security and national defense, but also contributing practically to creating more jobs on the spot, increasing income for people, so they have proactively implemented many synchronous forest protection solutions. To preserve forests during the hot season, the District Party Committee, the District People's Committee, and the Steering Committee for the implementation of the sustainable forestry development program of Quan Son district fully and promptly issued documents directing local Party committees, authorities, departments, branches, agencies, and units to implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Central Party Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection, and development; directive documents of the Government and the province on forest protection and development, and forest fire prevention and control to mobilize the entire political system to participate in forest protection. Coordinate with relevant units to organize training conferences to propagate and disseminate forestry laws in conjunction with mobilizing communities to build fire source management models to ensure safety in and around forests. Inspecting forest protection and fire prevention work at State forest owners and commune-level People's Committees. Thereby, guiding and urging communes and forest owners to enhance their roles and responsibilities in State management of forestry, focusing on implementing forest protection and fire prevention work; clarifying responsibilities and requiring State forest owners to organize forces to regularly inspect forest security, make plans to purchase machines, equipment and tools for forest protection and fire prevention... Advise commune authorities to perfect and build inter-family self-managed forest protection teams at the grassroots level, especially focusing on key areas at risk of forest insecurity. Coordinate with competent agencies to manage the planned land area for slash-and-burn cultivation in 3 Mong ethnic villages in Na Meo and Son Thuy communes.

With the participation of the entire political system and the people joining hands to protect the forest, currently forest security in Quan Son district is basically stable, controlling the situation of forest fires and illegal deforestation. Forest resources are managed and protected sustainably, not only promoting the protective function, protecting biodiversity, creating environmental landscapes but also creating water sources for the upper reaches of Lo River and Luong River, supplying water, retaining water, regulating water and protecting irrigation works in the region, contributing to preserving the value of natural resources, protecting the "green lung" of Quan Son border area with Laos.
