On July 22, Lam Dong Provincial People's Committee issued guidelines on criteria for evaluating and resolving policies and leave regimes according to Decree 178. The Department of Home Affairs requested agencies and units to prepare two sets of documents requesting implementation of policies and regimes and send them to the Department of Home Affairs and the Department of Finance.
In which, clearly state the subject requesting policy settlement and the reason for resignation. For cadres, civil servants, and leaders and managers, it must be shown that the number of leaders and managers at the same level is greater than the prescribed number.

List and estimated amount of money to implement the policy for each case. The individual's profile must be complete, and will not be considered for resolution if it lacks the individual's voluntary resignation application, entitlement to benefits and policies according to Decree 178 (if voluntary); recruitment/appointment decision; decision to increase salary and allowances; record of social insurance payment process.
For cases of resignation from August 1, 2025: Agencies, organizations and units are requested to promptly complete all documents and submit them to competent authorities for consideration and approval to the Department of Home Affairs before July 25, 2025.

Specifically, for inspectors of departments (not transferred to the Provincial Inspectorate and cannot be arranged to work in specialized departments under the department) who wish to resign according to Decree 178; cases where it is impossible to continue to be arranged to work during the organizational restructuring period to operate from July 1, 2025, and wish to resign according to Decree 178.
Because the order and procedures for settlement must go through many steps and be coordinated with many agencies before being submitted to the Provincial People's Committee for approval, in case the dossiers of agencies and units are sent to the Department of Home Affairs after July 25, 2025 and in case the dossier components are missing according to regulations, the resignation will be advised to be resolved from September 1, 2025.
For cases of resignation registration from September 1, 2025, agencies, organizations and units must complete the dossier, submit it to competent authorities for consideration, approval and send it to the Department of Home Affairs before August 8, 2025.
“In cases of resignation registration after September 1, 2025, agencies, organizations and units must complete the dossier and submit it to the competent authority for consideration and approval before the 8th of the previous month adjacent to the month of the proposed resignation (such as the resignation request on October 1, 2025, the deadline for submitting the dossier is before September 8, 2025”, the official dispatch of the Department of Home Affairs noted.
