Overview of the workshop
This issue was raised at the international conference "Transnational Criminal Law in the Asia- Pacific region" organized by Ho Chi Minh City University of Law in collaboration with the School of Law - University of Canterbury (New Zealand) and the Transnational Criminal Law Review - University of Windsor (Canada) on November 27.
Dr. Rebecca E. Khan cited the case in Cambodia in 2024. According to her, there is a big difference between ASEAN countries in determining the legal nature of commercial surrogacy, especially when some countries consider women in these cases as victims while others treat them as criminals. This legal gap increases the risk of exploitation and creates conditions for cross-border networks to take advantage.
