Mobilizing social funding and manpower to support mountainous regions.
Mr. Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of the province, stated that to achieve the goal from 2023-2025, the entire province must strive to eliminate 11,761 temporary and dilapidated houses (building 8,053 new houses; repairing 3,708 houses) for people with meritorious services, relatives of martyrs, poor households, and near-poor households throughout the province. This requires mobilizing over 136 billion VND in funding.
The work of mobilizing social resources has been implemented by the Fatherland Front at all levels since the early days of implementing the Resolution of the Fatherland Front Congress. Accordingly, the work of consolidating the Mobilization Committee; amending and supplementing the Regulations on the operation of the Mobilization Committee; organizing information and propaganda on the implementation documents of the province, the Call for Action Letter and the mobilization plan to agencies, units, businesses, organizations, individuals, philanthropists and all strata of the people to call for joint contributions of funds, in-kind donations, and support in many other forms to contribute to successfully achieving the goal of eliminating temporary and dilapidated houses in the province by 2025.
Responding to the call from the Provincial Party Secretary, the Fatherland Front at all levels and its member organizations actively implemented the emulation movement "Joining hands to eliminate temporary and dilapidated houses in the province in the period 2023 - 2025". The Fatherland Front at the district level flexibly mobilized resources through various forms (organizing launching ceremonies, mobilizing support from expatriate children through hometown associations, establishing working groups to raise funds in other provinces, etc.). To date, the fundraising results for eliminating temporary houses at the district level have reached over 16.7 billion VND. Some units have raised quite a lot of money: Nam Giang district (over 2.3 billion VND), Dien Ban town (nearly 1.8 billion VND), Dai Loc district (over 1.2 billion VND), Phuoc Son district (over 1 billion VND)...
The commune-level Fatherland Front also flexibly mobilized the people through various forms of support, such as encouraging small traders and businesses to directly support those building houses in the locality. Typical examples include the family of Ms. Nguyen Thi Huynh, Hamlet 1, Tra Mai Commune, Nam Tra My District, who donated 120 million VND; Ms. Huynh Thi Tuyen, Kham Duc Town, Phuoc Son District, who donated 180 million VND; and Phan Ngoc Anh Construction Materials Co., Ltd. (Duy Xuyen) which provided bricks for house construction.
For the Provincial Front, the spirit of urgency, acceleration, proactive connection, and leveraging support resources from the Central Government, neighboring provinces, and philanthropists inside and outside the province is a regular practice. In addition, monitoring, updating, reviewing, compiling lists, and urging and reminding supporting agencies, units, organizations, and individuals is given due attention.
To date, the total amount of money raised and deposited into the account and pledged as donations has reached over 144 billion VND. The Quang Nam Hometown Association in Lam Dong and Binh Phuoc provinces; the Provincial Military Command; and the Provincial Police Department are among the units that have contributed significantly to the fund. In addition, businesses have also actively supported the fund, such as KN Holdings Group (45 billion VND), Truong Hai Group Joint Stock Company (15 billion VND), Military Commercial Joint Stock Bank and Dat Phuong Group Joint Stock Company (10 billion VND each); Quang Nam Petroleum Company (5 billion VND...).
In addition to mobilizing financial support, the Fatherland Front at all levels, in coordination with the government and mass organizations, has mobilized the people to contribute labor in dismantling old houses, digging foundations, transporting materials, installing electricity and water systems, etc., including contributing funds to directly support households. To date, the entire province has completed 5,644 out of 11,761 houses (47.9%).
It can be said that the campaign's success is a result of the combined efforts of the organizing agency's sense of responsibility and the enthusiastic participation and support of various agencies, units, organizations, and businesses in promoting and encouraging officials, civil servants, and workers to share the message "millions of loving hearts - a thousand happy homes."
Timely monitoring and proposing solutions to problems at the grassroots level.
Besides mobilizing to secure basic resources to support housing construction, from the beginning of 2025, the Provincial Fatherland Front will focus on innovating the coordination methods between the Provincial Fatherland Front Committee and the Fatherland Front Committees at the district and commune levels in compiling, monitoring, and accurately assessing the allocation and results of using funds to eliminate temporary and dilapidated houses in the province.
The Front's breakthrough in implementing the task of eliminating temporary housing lies in its coordinated monitoring and timely recommendations for resolving arising issues. Accordingly, the provincial Front established monitoring teams to directly oversee the districts of Nam Tra My, Bac Tra My, Phu Ninh, and Duy Xuyen. Simultaneously, they conducted on-site surveys of households that had built or were in the process of building houses, and worked directly with the steering committees of the communes with selected target groups. This revealed difficulties and shortcomings in coordination, review, and assessment of target groups; slow disbursement and implementation at the local level; and significant remaining funds at the district level. The construction of housing in mountainous areas faced difficulties due to terrain, weather conditions, high labor and material costs, and households lacking sufficient matching funds. Furthermore, customs such as auspicious dates for building houses also affected the implementation progress. Some households still harbored a mindset of waiting for and relying on government support…
Following the monitoring, the Provincial Front proposed that the provincial steering committee continue to direct support for labor in high-mountain districts; direct district and commune-level Party committees to be more decisive and focused on the work of eliminating temporary and dilapidated houses for households in their areas that have been approved, avoiding a passive approach after the district-level organization is no longer in place. At the same time, it requested the Provincial People's Committee to soon issue regulations on lending from local budget funds entrusted through the provincial Social Policy Bank so that poor districts can implement the program promptly, creating favorable conditions for eligible individuals to balance additional capital for building new houses or repairing existing ones.
