Exempting construction permits requires a transparent post-inspection mechanism.

On the afternoon of June 29th, the National Assembly delegation from constituency No. 2 held a meeting with constituents in District 1, Ho Chi Minh City, following the 9th session of the 15th National Assembly. The meeting recorded many practical opinions from constituents regarding new policies that will take effect from July 1st.

The National Assembly delegation for constituency No. 2 includes the following delegates: Mr. Do Duc Hien – Full-time member of the National Assembly's Law Committee; and Ms. Tran Kim Yen – Member of the Standing Committee of the City Party Committee, Head of the Inspection Committee of the Ho Chi Minh City Party Committee.

During the meeting, voter Nguyen Huu Tai (Nguyen Cu Trinh ward) expressed particular interest in the policy of exempting construction permits for projects that already have a detailed 1/500 scale planning and approved construction design. Mr. Tai assessed this as an important reform step, helping to eliminate unnecessary administrative procedures, reduce costs and time for businesses and citizens.

However, voters also expressed concern that without a transparent and rigorous post-construction monitoring mechanism, lax management and violations could occur during construction. Mr. Tai suggested that specific guidelines, strict monitoring procedures, and the application of technology in construction monitoring – such as digital maps, surveillance camera systems, and inter-agency databases – are necessary. According to him, this is the foundation for ensuring effective post-construction monitoring, preventing violations, and ensuring transparency throughout the entire construction process.

Voter Ta Ngoc Bich Thuy expressed her opinion.

Also at the meeting, regarding the regulations on using electronic invoices from cash registers according to Government Decree No. 70/2025/ND-CP, voter Ta Ngoc Bich Thuy (Ben Thanh ward) said that this policy contributes to increasing transparency in tax management. However, many small businesses, especially in the food and beverage sector, are still confused with technology and sales management software.

According to Ms. Bich Thuy, appropriate support policies, training, and implementation roadmaps are needed to avoid creating difficulties for small business owners who are not yet familiar with modern management methods.

Many other opinions expressed concern about the reorganization of provincial-level administrative units, leaving 34 provinces and cities hoping that the merger would go hand in hand with investment in modern infrastructure and more convenient regional transportation links so that people in remote areas and ethnic minorities can have better access to public services, healthcare, and education .

On behalf of the National Assembly delegation, Mr. Do Duc Hien respectfully acknowledged the voters' opinions and stated that they would be fully conveyed to the National Assembly and relevant agencies. The representative also shared further information regarding the abolition of eight offenses punishable by death, noting that this is a common trend in many countries worldwide, reflecting a spirit of humanity and progress. However, he emphasized that there are still many other sanctions that are sufficient to deter wrongdoing and ensure justice.

Regarding the issue of electronic invoices, Ms. Tran Kim Yen acknowledged the initial difficulties but emphasized that this is an inevitable trend in administrative reform. She suggested that state agencies need to listen and provide better support so that people and businesses can easily access and implement the new policy smoothly, avoiding being caught off guard.
