Free tuition for public school students: Humane policy, ensuring fairness in access to education

This policy not only demonstrates the vision and concern of the Party and State when consideringeducation as the "top national policy" but also conforms to the general trend of developed countries, contributing to promoting the quality of education.

Upon receiving the news that all students from kindergarten to high school will be exempted from tuition fees from the 2025-2026 school year, many parents expressed their joy at this decision.

Ms. Nguyen Le Thanh in Gia Lam ( Hanoi ), a parent with 3 children in high school, said: "When I heard that students from kindergarten to high school are completely exempted from tuition fees, I was really happy. This is a very humane policy, helping to reduce the financial burden on families, especially those with low and middle incomes. This policy shows deep concern for future generations, creating equal opportunities for all students."

Ms. Nguyen Thi Thuy Dung in Thanh Xuan (Hanoi), a parent with two children studying at a non-public school, also shared: “At first, I thought that only public school students would be exempted from tuition fees, but after reading carefully, I learned that students at private schools will also be subsidized for tuition fees equal to the tuition fees of public schools according to the law. The difference in tuition fees between public and private schools will be paid by the student's family. Although this tuition subsidy is not much compared to the cost that parents spend to send their children to private schools, it clearly demonstrates humanity and non-discrimination between students in the public and private sectors.”

Leaders of many schools in Hanoi also said that the joy is not only that students are exempted from tuition fees, but more importantly, it shows the attention of the Party and State to education, gradually realizing the policy of "education is the top national policy" that the Party and State have always set.

According to Mr. Nguyen Ba Thang, Principal of Nam Phuong Tien A Secondary School (Chuong My District), this policy is especially meaningful for schools and families of students in suburban districts such as Chuong My. This is an area where most of the students' families are still in difficulty, their main income is from farming, and they are often affected by storms and floods. Although the tuition fees for students in rural areas are not too large, given the income of most people here, the Politburo 's decision to exempt tuition fees for students is really meaningful.

Sharing more with CAND Newspaper reporters about this policy, Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education, Ministry of Education and Training, said: Exempting tuition fees for students from preschool to high school is a humane policy, demonstrating the great vision of the Central Government to ensure fairness in access to education with the motto "leaving no one behind", creating the best learning opportunities for students in all areas, all ages, creating a solid foundation to improve the quality of human resources.

According to the analysis of Dr. Hoang Ngoc Vinh, there are some easily recognizable positive impacts from this policy such as: Reducing the financial burden for families without conditions, thereby contributing to reducing the phenomenon of students dropping out of public schools. In addition, exempting tuition fees for students in the long term will also have a positive impact on Vietnam's birth policy because currently many families do not dare to have many children due to the pressure of spending too much on education and health care. Meanwhile, Vietnam is currently in a period of rapid population aging due to increasing life expectancy and a sharp decline in birth rates...

However, Dr. Hoang Ngoc Vinh also said that to implement the tuition fee reduction from the 2025-2026 school year, it will cost the State budget a relatively large amount, so it is necessary to have careful preparation in terms of resources to ensure funding for implementation. Along with that, tuition fee exemption, the Education sector also needs to strengthen control of teaching and learning quality in schools, pay attention to teachers' lives; pay attention to policy impact and soon have appropriate response solutions when the implementation of tuition fee exemption regulations can affect the orientation of student streaming after junior high school in choosing to study in high school or choosing to study a trade.

“In 1999, when Thailand implemented educational reform, including a policy of exempting and reducing tuition fees for high school students, it also encountered financial difficulties in the early stages of implementation. Therefore, Vietnam needs to prepare resources for smooth implementation. This requires us to synchronously implement many policies such as strengthening administrative reform, fighting corruption and waste to have resources to implement the policy of education as the top national policy in the context of limited state budget,” said Mr. Vinh.

Associate Professor, Dr. Nguyen Van Dung, former Head of the Faculty of Journalism, Academy of Journalism and Communication, also said: The regulation of exempting tuition fees for students from kindergarten to high school was welcomed by the people with joy, but it has a greater political significance than its socio-economic significance. Because people have been waiting for this for a long time, but so far only a few provinces and cities have implemented it.

“The people of the whole country welcomed the Politburo’s decision like a rain shower on a drought-stricken field, cooling social confidence. However, this rain still cannot cover up the difficulties for poor students to go to school because tuition fees currently account for only a very small proportion of the contributions of parents. Therefore, after this decision, there needs to be more major policies for the education sector with a broader and more fundamental target group to create a foundation for education to develop to the level of national policy,” Associate Professor, Dr. Nguyen Van Dung shared.
