With 440/441 delegates voting in favor, the National Assembly has just passed a Resolution on tuition exemption and support for preschool children, high school students, and students of generaleducation programs in educational institutions within the national education system.
The Resolution takes effect from the date of its approval by the National Assembly and is applied from the 2025-2026 school year.

In addition to exempting tuition fees for public schools, the resolution stipulates tuition support for preschool children and high school students studying at private educational institutions. The level of tuition support is decided by the People's Council of the province or city according to the tuition fee framework prescribed by the Government but must not exceed the tuition fee of private educational institutions.
The resolution also clearly states that the budget for implementing the tuition exemption and support policy is guaranteed by the state budget according to the provisions of the law on budget management decentralization.
The central budget supports localities that have not balanced their budgets to implement tuition exemption and support policies according to the provisions of law.
According to the Government's calculations, in the 2023-2024 school year, the country currently has 23.2 million students (of which: 21.5 million public students, accounting for 93%; 1.7 million non-public students, accounting for 7%). Number of students divided by level of education: 4.8 million preschool children (3.8 million public children; 1 million non-public children); 8.8 million primary school students, 6.5 million secondary school students, 2.99 million high school students.
Based on the average minimum tuition fees of the 3 regions (urban, rural, mountainous) as prescribed in Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP of the Government, the total state budget expenditure to be spent to exempt tuition fees for preschool children, public primary school students and support tuition fees for preschool children, private primary school students is estimated at about 30.6 trillion VND.
Of which, the public sector is 28.7 trillion VND; the private sector: 1.9 trillion VND. The budget level to be guaranteed will depend on the specific tuition fee level of each province or city under the authority of the Provincial People's Council.
The total state budget for tuition exemption for 5-year-old preschool children, primary school students, and secondary school students from the 2025-2026 school year is 22.4 trillion VND (of which the public sector is 21.8 trillion VND; the private sector is 0.6 trillion VND).
Thus, the additional state budget that must be ensured when implementing policies according to the National Assembly's Resolution is 8.2 trillion VND (of which the public sector is 6.9 trillion VND; the private sector is 1.3 trillion VND).
