Synchronous and widespread communication to the people
Since the official operation of the two-level government model, Hue City has focused on widely implementing propaganda work. The new headquarters addresses of the commune and ward administrative service centers have been publicly announced on mass media and digital platforms such as Call Center 19001075, Hue-S platform, HueIOC Fanpage (attracting more than 102,000 views), and Zalo HueIOC (sending messages to more than 92,000 followers).
The city also created many vivid communication products such as infographics, standees identifying public service agencies, digital maps of public administration centers, etc. to help people easily access and use online public services according to the one-stop, one-stop model.
To ensure the smooth operation of the two-level local government model and the comprehensive development of communes and wards, on July 1, Chairman of the Hue City People's Committee Nguyen Van Phuong issued a directive, requiring Chairmen of the People's Committees of communes and wards to take charge of the area and operate smoothly with the motto: "Firmly grasp the area - Be proactive from the grassroots - Resolve on the spot".
Proactively grasp the situation of population, economy , society, land, order and security in the locality; operate flexibly, proactively respond, be closer to the people and serve more effectively; the commune/ward must truly be the center for coordination, connection and handling of all arising issues.
The involvement of the City’s leaders has helped the new model quickly stabilize, without interrupting the work of serving the people and businesses. From June 30 to July 11, the city established 6 inspection teams to directly visit 40 communes and wards to grasp the implementation of the new model, ensuring the smooth operation of the administrative apparatus.
At the same time, the City People's Committee organized an online conference with the participation of departments, branches, telecommunications and postal enterprises and 40 commune-level People's Committees to answer practical questions when operating the two-level government model.
Inspecting the operation of the two-level government in Thuan Hoa ward, Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh requested the leaders of communes and wards to continue to thoroughly grasp the spirit of serving the people, considering this a key task; proactively review the entire process of receiving and handling administrative procedures; promptly detect and remove difficulties and problems arising during the implementation process, ensuring smooth and effective operations right from the beginning.
Mr. Nguyen Thanh Binh also requested the city's specialized departments and branches to strengthen guidance, supervision, and support for commune-level units during the implementation process, in order to ensure quality of service to the people, creating a solid foundation for the two-level government model to come into reality.

Establish 166 public service agency points in communes and wards
Sharing about human resources, operating equipment, providing online public services, and handling administrative procedures, Mr. Tran Huu Thuy Giang, Chief of Office of Hue City People's Committee, said that the City leads the country, achieving 85% of the completion index assessed according to Plan No. 02-KH/TW, recognizing the communes and wards of Hue City.
According to Mr. Giang, up to now, the City has completed the connection and integration with the National Public Service Portal since June 30, providing 2,006 online public services (ONS), including 572 full-service ONS. 100% of important systems and platforms serving the direction and operation of the state agency system and serving people and businesses ensure smooth and effective operation.
Regarding the work of receiving and handling records, from July 1 to July 11, 40 communes and wards in the city received a total of 13,474 records. Of which, the online implementation rate reached 69.62%, an increase of nearly 46% compared to July 1. Some typical units: Phu Xuan Ward received the most with 1,522 records; A Luoi 5 Commune had the highest rate of handling records, reaching 98%; Phu Vang Commune had the highest online rate with 326/327 records, reaching 99.96%.
In particular, the City has established 166 public service agent points in communes and wards to guide and support people in using online public services. At the same time, it maintains post offices at the old headquarters to ensure that receiving and returning results is not interrupted due to changes in administrative boundaries. Each center is assigned at least 1 staff member from the Post Office to guide, digitize and return results of documents.
This solution not only effectively supports people, especially the elderly and people in areas far from the center, but also significantly saves time and travel costs in the context of changing administrative headquarters addresses.
Along with that, the City mobilized 891 youth union members and university students to return to their local summer vacation to strengthen information technology resources and support people in performing online public services at reception and settlement points in the first days of implementing the 2-level government model, contributing to creating the image of a modern, friendly and people-friendly government.
