The two-level local government model will open up a new situation in national development.

On the morning of June 17, in Hanoi, the Central Propaganda and Mass Mobilization Commission coordinated with the Central Organizing Committee, the Ministry of Foreign Affairs, the Ministry of Home Affairs, and the National Assembly's Committee on Law and Justice to hold an international press conference to officially announce the Decision on operating the new apparatus of Vietnam according to the 2-level local government model from July 1, 2025.

Aim to serve the people better

Speaking at the press conference, Deputy Head of the Central Propaganda and Mass Mobilization Commission Pham Tat Thang said that on June 16, at the 9th session, the 15th National Assembly passed the Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam and the amended Law on Organization of Local Government with a very high voting rate.

According to Mr. Pham Tat Thang, General Secretary To Lam has clearly stated the project on reorganizing administrative units at all levels and building a model of organizing a two-level local government along with accompanying projects, aiming to build a government that is close to the people, serves the people better, and at the same time opens up a new situation in national development with a long-term vision, at least for the next 100 years.

This is also an issue that is of great concern to cadres, party members and the majority of people in Vietnam with consensus, support and high appreciation, and will be implemented synchronously from July 1.

At the press conference, Deputy Minister of Home Affairs Truong Hai Long affirmed that the organization of two-level local government will overcome the cumbersome and overlapping situation of functions, tasks and powers in the past; is an important basis for promoting decentralization and delegation of power between the Central and local levels, between local government levels, enhancing autonomy and self-responsibility of government levels, especially at the commune level; and promoting the responsibility of leaders at all levels.

According to the new model, the provincial level focuses on issuing mechanisms, policies, strategies, planning, and macro-management, requiring deep expertise and ensuring consistency across the province; the communal level organizes policy implementation, focusing on tasks serving the people, directly solving community problems, and providing basic and essential public services to local people.

Prepare enough human resources to undertake the task

At the press conference, press agencies raised questions about Vietnam's preparations to soon put into effective operation the new organizational apparatus; steps to adjust to remove difficulties and obstacles; expectations about the positive impacts of the new model on Vietnam's social and economic life? The process of streamlining the public sector receiving salaries from the state budget...

Responding to press questions, Deputy Minister of Home Affairs Truong Hai Long said that Vietnam has made synchronous, tight and comprehensive preparations, demonstrating a proactive and determined spirit.

Regarding the legal basis, the National Assembly and the Government have actively reviewed, amended and supplemented many important laws such as the Law on Organization of Local Government and the Law on Civil Servants. The system of sub-law documents such as decrees and circulars has been issued promptly and in sync with the time of operating the new model. Ministries and branches have proactively issued detailed instructions, even organizational models for localities to apply effectively.

The Government has researched and developed appropriate personnel arrangements after the reorganization. In particular, it has focused on selecting a team of cadres with sufficient capacity, qualifications, legal knowledge and management experience to undertake tasks at the commune level - the level of government directly dealing with the people. The assignment of cadres also ensures that the person, the job, and the responsibilities are clear, linked to the job position, and that they are ready to receive additional decentralized authority. At the same time, localities have proactively developed training and development plans to help cadres adapt to new functions and tasks.

In addition, the Government has arranged and upgraded headquarters and working equipment, especially digital infrastructure, ensuring connectivity between 3,321 commune-level administrative units, creating conditions for operating digital government and handling administrative procedures in the electronic environment. In addition, the arrangement of official residences and rearrangement of offices are also focused on to ensure living and working conditions for civil servants after the merger.

Regarding propaganda work, the Government has directed to seriously collect public opinions and received a very high consensus, about 96% in the localities where it was implemented. Communication is carried out in parallel with the process of developing the project and implementing the new model, ensuring that people, officials and civil servants understand, support and accompany.

Deputy Minister Truong Hai Long also pointed out the positive impact of the new model, the reorganization of administrative units, reducing from 63 to 34 provinces, along with the 2-level government model will create more room for economic development, closer regional linkages, while saving the budget and improving management efficiency. The 2-level government "close to the people, close to the people" also helps improve the quality of service to people and businesses, and at the same time requires the Government to strongly promote digital transformation and administrative modernization.
