The "School with 3 Top Standards for Security and Safety" model:

The Internal Political Security Department of the Hanoi City Police is coordinating with educational institutions to implement the "School with 3 Best Standards for Security and Safety" model. This model aims to build a safe and disciplined school environment, enhance awareness of law compliance, and create a foundation for sustainable educational development.

Preventing law violations in schools.

Implementing the "School with 3 Best Standards for Security and Safety" model for the 2025-2026 school year, Chuong My A High School (Chuong My Ward) aims for 100% of students to receive legal education and awareness programs at least twice a year; all staff, teachers, and students to sign a commitment to abide by the school's regulations and the laws of the State; and to reduce the number of violations of regulations by at least 50% compared to the previous school year… Vice Principal Nguyen Tien Dat stated that implementing the model is an important solution to build a safe, civilized, and friendly educational environment.

Lieutenant Colonel Nguyen Thanh Trung, Head of the Chuong My Ward Police, informed that violations of traffic safety regulations, uncontrolled use of social media, and the risk of accessing social vices and school violence are posing many challenges to ensuring school security. In the coming time, the Chuong My Ward Police force will continue to coordinate with schools to promote legal awareness; strengthen drug prevention and control, and combat school violence; provide guidance on safe social media use; and ensure security and order in school areas.

This model is proving effective not only in Chuong My A but also in many other schools throughout Hanoi. At Yen Hoa High School (Yen Hoa Ward), school security is implemented quite systematically. From controlling the school gate to the surveillance system, all activities are maintained regularly. Simultaneously, awareness campaigns are conducted to help students clearly identify risks ranging from school violence to online dangers. Deputy Principal Tran Thi Ha stated that the close cooperation between the school and the police force has contributed to improved management efficiency, ensuring a safe, healthy, and effective educational environment.

At Dai Mo High School, the police force proactively advised and implemented many comprehensive solutions, strictly controlling the area and strengthening preventive measures from an early stage and from afar. In addition to propaganda, inspection and supervision were also strengthened to gradually form a sense of discipline among students.

The shift may not create major changes in the short term, but as awareness and actions change together, positive results begin to emerge within the school environment itself. Pham Dieu Lan, a student at Yen Hoa High School, shared that through awareness campaigns, students have gained more knowledge about preventing and combating school violence and online safety, thereby better understanding what constitutes correct behavior and what constitutes a violation, enabling them to act appropriately and protect themselves.

Prevent violations early and proactively.

In reality, many incidents involving students are only discovered after the consequences have occurred. Therefore, shifting from a reactive to a preventative mindset is becoming an urgent requirement. During the implementation of the "School with 3 Best Standards for Security and Safety" model, the Internal Political Security Department of the Hanoi City Police plays a core role in advising and coordinating with the Education sector to put security solutions into practice.

Specifically, the "Most Disciplined" criterion focuses not only on disseminating and educating about the law but also on internal review, strengthening management and control of compliance with regulations within the school, thereby proactively preventing violations from within. The "Most Safe" criterion aims at early detection of potential risks related to personnel, the educational environment, and cyberspace to promptly address them, preventing the emergence of security hotspots and ensuring a safe and stable school environment. The "Most Reliable" criterion is built on the foundation of collaboration and support from the police force to the school, thereby strengthening the trust of the school's staff, teachers, students, and parents.

Lieutenant Colonel Duong Duc Tuan, Deputy Head of the Internal Political Security Department, stated that the police force has played a proactive role in advising and closely coordinating with the Education sector and training institutions to effectively implement the "Three Best Schools" model, linked to the task of protecting internal security at the grassroots level. This model has significantly contributed to building a disciplined, safe, and healthy educational environment in the capital city, while also affirming the role of the police force in ensuring internal political security in the new situation.

The "School with 3 Top Standards for Security and Safety" model is built on three criteria: "Most Disciplined - Most Safe - Most Reliable," with specific content tailored to the actual situation of each educational institution.
