Mr. Nguyen Van Phuc, Deputy General Secretary of the Environmental Economics Association, said that Resolution 57 can be considered "contract 10" in the field of science and technology.


After consulting with competent authorities, the Presidium of the Central Committee of the Vietnam Fatherland Front can issue a call for national unity and joint efforts to build and develop the country.

At the 9th extraordinary session, with 454/458 delegates participating in the vote, the National Assembly (NA) passed a Resolution on piloting a number of special mechanisms and policies to create breakthroughs in science and technology (S&T) development, innovation and national digital transformation.

Expectations of a breakthrough

Thus, less than 2 months after Resolution No. 57-NQ/TW (NQ57) dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation was issued, the National Assembly passed an important resolution with many special mechanisms and policies, with policies that are allowed to be piloted for the first time, in order to institutionalize and soon put Resolution 57 into practice and is expected to create momentum for breakthrough development for science and technology in the coming time.

When discussing the National Assembly's resolution in groups, General Secretary To Lam emphasized that the National Assembly's pilot resolution was issued not only to urgently remove difficulties and obstacles in the legal system but also to contribute to promoting and encouraging the development of science and technology.

According to the General Secretary, science and technology is a wild land that needs to be exploited, with risks and adventures, not a wide open road that anyone can reach; if we wait for all conditions to be met, it will be very difficult. The National Assembly's pilot resolution is the first step to institutionalize Resolution 57. In the long term, we need to continue to amend the laws to be consistent, close to reality, meet requirements, and have the consultation of experts and scientists. We need to innovate our thinking and ways of doing things, look directly at the problems of reality to find ways to solve them and not be afraid of any problems.

At the 2nd and 3rd Conferences of the Central Committee of the Vietnam Fatherland Front (10th tenure) recently held, delegates discussed major issues of the country, including suggestions for the Fatherland Front to participate in implementing Resolution 57.

With its role and mission, the Vietnam Fatherland Front must use and maximize the core force, the Vietnam Union of Science and Technology Associations, because if it knows how to mobilize and listen to the voices of scientists, it will create breakthroughs in the development of science and technology, innovation and national digital transformation.

Sharing the same view, Mr. Nguyen Quang Huan, Chairman of the Board of Directors of Halcom Vietnam Joint Stock Company, acknowledged that the birth of Resolution 57 not only inspired scientists and businesses but also opened up a breakthrough direction for science and technology.

According to Mr. Huan, facing the wave of science and technology, artificial intelligence, electronic technology, biotechnology, if we do not grasp it, the country will fall behind, if we grasp it, Vietnam will become one of the developed countries. Therefore, he suggested that the Fatherland Front should seize the opportunity that the country is welcoming the wave of science and technology to call on all people to compete and participate in the era of national development, and at the same time go to the grassroots to grasp the thoughts and aspirations of scientists and businesses to propose solutions to difficulties, thereby promoting and creating breakthroughs in the development of science and technology.

Senior Lieutenant General Be Xuan Truong, Chairman of the Vietnam Veterans Association, emphasized that science and technology is one of the decisive factors in the development of each nation, as proven in practice. What needs to be done is to perfect the institutions, thereby mobilizing all resources to develop science and technology, invest in infrastructure, and train high-quality human resources.

Perfecting institutions, attracting talent

According to Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, in order to make a breakthrough in science and technology development, innovation and national digital transformation, the country needs to gather and have policies, including the issue of re-naturalization, to attract intellectuals, scientists, especially Vietnamese scientists abroad to contribute to the country.

Agreeing, Mr. Tran Ba Phuc, Chairman of the Vietnamese Entrepreneurs Association in Australia, said that in the spirit of national solidarity, the Vietnam Fatherland Front will make recommendations to the Party and State to soon resolve the issue of Vietnamese nationality for overseas Vietnamese, creating conditions for the overseas Vietnamese community to be granted citizen identification cards and personal identification, so that overseas Vietnamese always turn to their homeland and accompany the country's development.

Mr. Tran Hai Linh, Chairman of the Vietnam - Korea Business and Investment Association (VKBIA), said that every Vietnamese expatriate in Korea is always ready to contribute to promoting the cooperative relationship between Vietnam and Korea, contributing to the country's rise in the new era, focusing on cooperation in the field of science and technology.

Pleased with the issuance of Resolution 57, Mr. Tran Hai Linh said that VKBIA has quickly coordinated with units in Korea to increase exchanges and learn from experiences in science and technology development.

"We hope to continue to develop our existing network in Korea and other countries, and develop stronger investments. Hopefully, in the fields of semiconductor investment, artificial intelligence (AI), and biotechnology, VKBIA is ready to be an effective bridge, not only bringing economic and commercial value but also bringing intelligence and investment value in people" - Mr. Linh expressed.

According to Ms. To Thi Bich Chau, Vice President of the Central Committee of the Vietnam Fatherland Front, mastering energy and technology will create internal strength to help the country stand firm and achieve breakthrough and outstanding development in the new era. To do that, it is necessary to gradually improve institutions and develop people. This process requires the cooperation and contribution of the Vietnamese community abroad.

People are excited and proud

Regarding the opinions of delegates recommending that the Vietnam Fatherland Front issue a call for all people to enter a new era, Mr. Do Van Chien - Politburo member; Secretary of the Party Central Committee; Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations; Chairman of the Central Committee of the Vietnam Fatherland Front - said that people are excited, proud and confident when the Party and State make historic decisions, bringing our country into an era of growth.

"The Standing Committee will carefully study and develop each specific project, agree with relevant agencies and seek opinions from competent authorities so that the Presidium can issue a call for "All people to unite and join hands to build a strong, prosperous and developed country in the era of national growth" - said Mr. Do Van Chien.
