According to the Ministry of Construction, the scale after the expansion of the North-South Expressway in the East will reach 6 complete lanes according to the plan, with a total investment of about 152,000 billion VND. The Ministry will prioritize the PPP investment plan for the entire route if there is a qualified investor. Investment under the PPP method will be carried out according to independent projects, and the investor will decide to choose the construction contractor.
The Ministry of Construction will select PPP investors according to regulations, with priority given to the combined BOT business-management plan for the entire route. When implementing, it can be divided into several large-scale projects, such as dividing into 2 projects in the Northern region and the Southern region to ensure consistency, synchronization, and promote the effectiveness of the entire route.
The Ministry of Construction believes that if investors cannot be attracted or PPP investment is unsuccessful, the State must still provide support, leading to inefficiency. In the case of PPP investment in the expansion, the average toll collection payback period is about 27 years, and some projects even face financial difficulties such as the Quy Nhon - Chi Thanh section, so they need State budget support.
