The project has a starting point connecting with Phap Van - Cau Gie Expressway (Hanoi), the end point on National Highway 10 connecting Nam Dinh - Ninh Binh, total length 50 km.
According to the document, VEC proposed to expand two more lanes on the existing roadbed and bridge and culvert works... In the total estimated cost, the budget capital is 840 billion VND, and the capital mobilized by enterprises is 1,270 billion VND.

Cau Gie - Ninh Binh Expressway Project Phase 1, invested by VEC, has a scale of 4 lanes, 2 emergency lanes, and has been put into operation since 2012. Currently, the traffic volume on the section passing through Ha Nam reaches more than 60,000 vehicles per day and night, often congested on weekends and holidays. With the current scale, the expressway cannot ensure the traffic needs of vehicles in the future.
The expansion of the Cau Gie - Ninh Binh expressway also helps synchronize with adjacent North-South expressway sections such as Phap Van - Cau Gie, which is currently operating with 6 lanes, and the Cao Bo - Mai Son section, which is being expanded to a complete 6 lanes.
In addition, Hanoi and other localities are building Ring Road 4, expected to be put into operation from 2027, the Cau Gie - Ninh Binh expressway section needs to be expanded to meet the increasing demand of vehicles.
