Expanding Ho Chi Minh City - Trung Luong - My Thuan Expressway requires 2,156 billion VND for site clearance

The cost of site clearance for the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project passing through three localities including Ho Chi Minh City, Long An, and Tien Giang is expected to be 2,156 billion VND.

Deo Ca Group Joint Stock Company has just sent a document to the Ho Chi Minh City People's Committee to give its opinion on the cost of site clearance for the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project, the section passing through the city.

According to the report of Deo Ca Group, in carrying out the task of preparing the Feasibility Study Report for the Ho Chi Minh City - Trung Luong - My Thuan Expressway Expansion Project, the consulting unit has prepared the project and calculated the cost of site clearance through 3 localities including Ho Chi Minh City, Long An , and Tien Giang.

Specifically, the total estimated cost for site clearance for the Project is VND2,156 billion. Of which, the section through Ho Chi Minh City needs to clear an area of ​​4.4 hectares with an estimated cost of VND973.5 billion; the section through Long An province needs to clear 68.7 hectares, with compensation cost of 767.6 hectares; the section through Tien Giang province is 25.2 hectares, with compensation cost of 414.8 hectares.

The implementation of site clearance is currently in the transitional period between the 2013 Land Law and the 2024 Land Law. Therefore, to ensure that the site clearance costs are determined correctly and sufficiently according to legal regulations and to ensure the legitimate rights of the people, Deo Ca Group requests the Ho Chi Minh City People's Committee to give its opinion on the site clearance costs for the section through the City.

Previously, in February 2025, the Minister of Transport (now the Ministry of Construction ) approved the investment policy for the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway under the PPP method.

The project starts at Cho Dem intersection, Binh Chanh district, Ho Chi Minh City; ends at the northern end of My Thuan 2 bridge, Cai Be district, Tien Giang province with a total route length of about 96.1 km.

Of which, the Ho Chi Minh City - Trung Luong section will have a design speed of 120 km/h, with a scale of 8 lanes; the Trung Luong - My Thuan section will have a design speed of 100 km/h, with a scale of 6 lanes.

The preliminary total investment of the Project is 39,800 billion VND, including equity capital of about 5,970 billion VND (accounting for 15% of the total investment); loans and other legally mobilized capital sources of about 33,830 billion VND (accounting for 85% of the total investment).

The project was proposed for investment by the Consortium of Deo Ca Group Joint Stock Company, Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation, and CII Service and Investment Company Limited.
