In September 2025, at the Cao Loc Social Insurance reception and results department, Ms. Le Thi Tan (Block 4, Ky Lua Ward) completed the procedure to receive her pension. After only a few days, the entire amount was transferred directly to her bank account. Ms. Tan shared: I see that in the past, pension recipients had to wake up early to go to the post office to receive it directly. Now I just need to go to the ward's public administrative service center to be guided through the procedure to receive money through my account, which is both quick and safe. I find this method very convenient.
Together with Ms. Tan, as of September 2025, Cao Loc Social Insurance has paid pensions and social insurance benefits in the form of non-cash payments to more than 3,800 people, reaching a rate of 69%, higher than the average rate of the whole province (59%).
Ms. Nguyen Thi Hue, Director of Cao Loc Social Insurance, said: After the merger, Cao Loc Social Insurance implemented the social insurance and health insurance policies and regimes in Ky Lua ward and 4 communes: Cao Loc, Dong Dang, Cong Son, Ba Son. The large area and large number of beneficiaries put a lot of pressure on the payment of policies. Faced with that reality, Cao Loc Social Insurance has implemented many synchronous measures. The unit coordinated with banks to open free accounts, and at the same time sent staff directly to communes and villages to propagate and guide people on how to install them.
In addition to visual propaganda using leaflets, billboards, and posters, since the beginning of 2025, the unit has coordinated propaganda on social insurance policies on social networks with 58 articles with 150 shares; coordinated the organization of nearly 20 communication sessions, attracting more than 1,200 listeners. The main content is the benefits of receiving salary through accounts and warnings about scams on social networks and fake messages. At the same time, people, especially the elderly, are instructed on how to install banking applications and VssID applications to look up benefits.
For people in remote and border communes, Social Security officers have proactively coordinated with banks to open more mobile transaction points, arranging support for withdrawing money right at the commune on fixed monthly payment dates. Officers also persistently advocate to make people see the benefits of receiving money safely and quickly through their accounts.
Mr. Nong Viet Duc, a specialist in receiving documents and returning results of the Cao Loc Social Insurance facility, said: Many elderly people are afraid of not knowing how to withdraw money or are afraid of going far to find an ATM. We have to explain and guide them carefully to make them feel secure. Social Insurance and bank staff also directly operate and guide them on how to change passwords and withdraw money at the machine. Some people initially refused to receive money through their accounts, but after 2-3 times of instruction, they became proficient and even introduced their friends to join.
Efforts to overcome difficulties specific to the locality and people's habits have helped Cao Loc Social Insurance achieve positive results in expanding payments via ATM. Since the beginning of 2025, nearly 400 more cases have registered to receive pensions and monthly allowances via ATM accounts. In the coming time, Cao Loc Social Insurance will continue to coordinate with banks to open free accounts; increase propaganda in communes, villages, and residential blocks, in order to facilitate and ensure full benefits for beneficiaries of social insurance regimes and contribute to building a modern, transparent, safe social insurance system, aiming at people's satisfaction.
