These days, the policy of merging provinces, abolishing district levels, and merging communes and wards continues to attract great attention from the whole society. This is an important step in the administrative reform process to streamline the apparatus and improve the effectiveness of state management. Although it brings many expectations for long-term benefits, this process also poses many challenges, especially the anxiety of cadres, civil servants, public employees, workers and people. However, this is also understandable in the face of major changes.

Any changes related to the administrative apparatus, especially the merger of provinces, the abolition of district level and the merger of communes and wards, will have direct impacts on the staff, civil servants, public employees and workers. They have the right to worry about their job positions, their housing, their relatives' jobs, and their children's education when they have to move to a new locality.

In fact, people working in state administrative units always want stability in their work and life. When a province is merged, many agencies and units will be reorganized, which means changes in job positions and some other issues. Vietnam’s history has witnessed many reforms, mergers and separations of provincial administrative units. Since 1975, we have had many mergers and separations of provinces to suit the actual conditions of each period. In each of those periods, there were certain concerns at first, but later, when the apparatus operated stably, everything returned to normal.

Streamlining the apparatus is a revolution. For the revolution to succeed, it requires sacrifice for the common goal. Therefore, many opinions say that instead of worrying too much, each individual needs to proactively adapt and improve their capacity to meet new requirements. For the team of cadres, civil servants, public employees, and workers, improving their expertise, improving management skills, and adapting to digital technology are important factors to maintain their position in the new administrative apparatus. Those with real capacity will always have the opportunity to develop, and can even take on more important roles in the system after being streamlined.

The merger policy is not to eliminate capable people, but on the contrary, it is an opportunity for the apparatus to become more streamlined and efficient. Professionals and civil servants with a high sense of responsibility will have new opportunities to continue to contribute, and even have the opportunity to develop better in the new apparatus.

In addition, management agencies will have appropriate support plans to ensure the merger process goes smoothly. The development of a transparent personnel arrangement roadmap, ensuring the rights of affected officials, civil servants and public employees will be implemented with attention. At the same time, authorities at all levels will step up propaganda and provide full information so that people understand the long-term benefits of the merger and quickly stabilize social psychology.

Merging provinces and abolishing district levels is a major, strategic policy aimed at administrative reform, improving the effectiveness of state management and promoting socio -economic development. Initial concerns are understandable, but history has proven that after each major reform, the administrative apparatus becomes more stable and operates more effectively. Competent and responsible people will still maintain their positions and roles in the new administrative apparatus. And more importantly, when everything stabilizes, everything will return to normal, and there will be new developments thanks to a streamlined and effective administrative apparatus.
