Based on the report of the People's Committee of Liem Thuy Commune, the Monitoring Team requested the locality to discuss and clarify some contents on the progress, efficiency, difficulties and obstacles in the implementation of the National Target Program, especially projects, sub-projects, models that are difficult to implement or have low disbursement rates. Remedial measures and local proposals and recommendations to improve the effectiveness of the National Target Program in the coming period.

Reporting and clearly answering each content of the Monitoring Delegation's concern, the leaders and civil servants of Liem Thuy commune said: Basically, the National Target Program has brought positive impacts to the local socio-economy, creating livelihoods and increasing people's income. However, due to both subjective and objective reasons, some projects and sub-projects have been implemented slowly, or even not implemented, and the capital efficiency is not high.

Specifically: Project 1 did not implement the content of supporting residential land because people did not have demand; the content of supporting housing in 2024 was also not implemented by the commune; the third content only implemented support for decentralized domestic water. From 2022 to February 2025, Liem Thuy commune was allocated nearly 8.9 billion VND to implement Project 3, developing sustainable agricultural and forestry production, promoting the potential strengths of regions to produce goods according to the value chain, by the beginning of February 2025, only more than 3.5 billion VND was disbursed.

Notably, Sub-project 1, sustainable agricultural and forestry economic development associated with forest protection and increasing people's income, was allocated 5.1 billion VND, and disbursed nearly 1 billion VND. When the commune organized to collect people's needs to register to participate in the joint production model, few households registered, partly because people did not have counterpart capital, but also some households were not interested in participating because they were "afraid" of escaping poverty. Project 5, developing education and training to improve the quality of human resources, was not allocated capital. Project 8, implementing gender equality and solving urgent problems for women and children, had a high disbursement rate.

Speaking at the monitoring session, Comrade Dong Van Luu, Vice Chairman of the Provincial People's Council, acknowledged the results and efforts in implementing the National Target Program of Liem Thuy commune. He emphasized that the National Target Program is of great significance in the socio-economic development of ethnic minority and mountainous areas. Therefore, Liem Thuy commune needs to have solutions to speed up the implementation progress and improve the efficiency of investment capital. Select suitable crops and livestock with strengths to implement production linkages. For projects and sub-projects using public capital that cannot be implemented or are implemented slowly, it is necessary to flexibly synthesize reports to superiors to convert investment capital sources./.
