At the meeting, delegates focused on exchanging and discussing difficulties in the process of implementing the temporary housing elimination such as: Some households do not have enough counterpart capital; preferential loans from the Social Policy Bank have not been allocated; some people are still hesitant due to customs, practices, spirituality or lack of consensus within the family. In addition, not being granted a certificate of land use rights is also a barrier that prevents many households from completing the procedures for support in building houses.
