
The discussion content at the Group on draft resolutions of the National Assembly such as: Exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; on universalizing preschool education for preschool children from 3 to 5 years old; on extending the exemption period for agricultural land use tax as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles according to Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14.
Paying attention to the discussion content, delegate Nguyen Thi Hue , Vice President of the Provincial Women's Union, suggested that the Drafting Committee consider many contents stipulated in the drafts to ensure feasibility and specificity.

Expressing his views on the draft Resolution of the National Assembly on tuition exemption and support and universalization of preschool education for children aged 3-5, the Hue delegate said that the specific policies stipulated have demonstrated humanity and superiority, which are contents that voters and the People expect, support and hope to be implemented soon. However, in order to complete the set goals, the State must ensure a large amount of financial and human resources. The delegate suggested that the drafting agency carefully review the current status of facilities and equipment that need to be built, purchased and supplemented to have a specific implementation roadmap, as well as prioritize locations and areas to include in the project and from there have a basis for making an implementation plan for each year.
Regarding the preschool teaching staff, based on the statistics of the missing number, delegates suggested that it is necessary to assess the ability to arrange the payroll, determine the number of preschool teachers that need to be added annually in accordance with the school development roadmap; it is also necessary to carefully assess the budget that needs to be paid for the increased number of preschool teachers in the period of 2026 - 2030 to have an overall assessment as well as determine the resources that can be arranged for implementation.
Regarding the scope of regulation and subjects of application of the resolution, delegates expressed concerns about how it would be applied to private kindergartens in terms of investment in facilities, support for teachers, tuition support, lunch for children, etc. while these schools are self-accounting and self-operating.
Regarding the draft Resolution on exemption of agricultural land use tax, delegates also expressed their agreement with this policy. However, in reality, there are still many areas of land left fallow, without cultivation, causing waste of land resources. Therefore, it is recommended to review and evaluate the current status of agricultural land use, thereby designing appropriate tax exemption and reduction policies, creating incentives for people to use land effectively, for the right purpose, and economically. At the same time, it is necessary to exclude cases of land left fallow for 2 years or more, land used for the wrong purpose or land of unknown origin from the tax exemption list.
According to the program, the draft Resolutions will be discussed by the National Assembly in the hall before the drafting agency receives, revises and submits them to the National Assembly for approval at this session./.
