Hanoi: Promoting the value of relics, ensuring effectiveness in heritage conservation work

The Hanoi People's Committee issued Official Dispatch No. 2065/UBND-KGVX, dated May 20, 2025, on strengthening the management of relics and the preservation, restoration and rehabilitation of historical-cultural relics and scenic spots in the city.

The document clearly states that to ensure effectiveness in heritage conservation, the People's Committees of districts, towns and cities must closely coordinate with the Department of Culture and Sports to strictly implement the provisions of the Law on Cultural Heritage, guiding documents and relevant legal regulations when implementing projects to preserve, restore and renovate relics.

Along with that, the People's Committees of districts, towns and cities need to organize extensive propaganda about the value of relics, the necessity of preserving, restoring and renovating, as well as publicizing the content of the projects so that people know, participate and supervise.

The City People's Committee emphasized that the head of the local government must take full responsibility before the City Party Committee, People's Council, and People's Committee for organizing the management, conservation, and promotion of the value of relics in the area, including relics that have been inventoried, ranked, listed, and recognized at the city, national, and international levels (UNESCO).

The implementation of relic management activities needs to be linked to specific conservation programs and plans; at the same time, inspection, control and supervision must be strengthened.

The City People's Committee assigned the Department of Culture and Sports to take the lead in implementing training programs and fostering knowledge on cultural heritage laws; guiding local authorities to propagate and train people, businesses and forces directly looking after relics on related regulations.

The Department of Culture and Sports is also responsible for organizing interactive programs and applying appropriate forms of socialization to raise public awareness in preserving and promoting heritage values.

The Department of Culture and Sports is assigned to guide investors to properly implement the procedures for implementing relic restoration projects according to the contents approved by competent authorities (Ministry of Culture, Sports and Tourism , Department of Cultural Heritage, Department of Culture and Sports).

The Departments of Finance, Construction, and Justice are required to coordinate with the Department of Culture and Sports and localities to promote the dissemination of laws on cultural heritage; at the same time, ensure that the work of repairing, restoring, and ranking relics is carried out in accordance with regulations and in line with the city's sustainable development orientation.

Along with tightening management, Hanoi continues to affirm the key role of the community in protecting and promoting heritage values.

At the International Scientific Conference with the theme "Protecting and promoting the values ​​of World Heritage: community-based approach for sustainable development" held on May 21, 2025 at the World Heritage Site of Thang Long Imperial Citadel - Hanoi, international scientists and experts emphasized the central role of people in the conservation of cultural heritage.

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong affirmed that heritage is not only a memory that needs to be preserved but also a strategic asset for the future. However, heritage is also facing many risks such as climate change, uncontrolled urbanization, and pressure from mass tourism.

In that context, the local community is the force that holds indigenous knowledge and has the ability to preserve and convey heritage values ​​most effectively.

“Communities are the bearers of knowledge, the custodians of traditions, and play a key role in conservation,” said Lazare Eloundou Assomo, director of the UNESCO World Heritage Centre. “We must strengthen a community-centered approach.”

Localities need to ensure livelihoods for people living in and around world heritage sites; empower through capacity building and conservation knowledge sharing; and promote the application of technology and digitalization in conservation.
