Hanoi: Promoting the value of historical sites and ensuring effectiveness in heritage preservation.

Hanoi, with its 6,494 historical and cultural relics, many of which are UNESCO-listed, has always considered investing in culture as an investment in sustainable development.

The People's Committee of Hanoi City has issued Official Document No. 2065/UBND-KGVX, dated May 20, 2025, on strengthening the management of relics and the preservation, restoration, and rehabilitation of historical and cultural relics and scenic spots in the city.

The document states that to ensure effectiveness in heritage preservation, the People's Committees of districts, counties, and towns must closely coordinate with the Department of Culture and Sports to strictly implement the provisions of the Law on Cultural Heritage, guiding documents for its implementation, and relevant legal regulations when carrying out projects for the preservation, restoration, and rehabilitation of historical sites.

In addition, the People's Committees of districts, counties, and towns need to organize extensive propaganda about the value of historical relics, the necessity of preserving, restoring, and renovating them, as well as publicly disclosing the content of the projects so that people can know, participate, and monitor them.

The City People's Committee emphasized that the head of the local government must bear full responsibility before the City Party Committee, the City People's Council, and the City People's Committee for organizing the management, preservation, and promotion of the value of historical relics in the area, including those that have been inventoried, ranked, inscribed, and recognized at the city, national, and international (UNESCO) levels.

The implementation of heritage site management activities should be linked to specific conservation programs and plans; at the same time, inspection, monitoring, and supervision should be strengthened.

The People's Committee of the city has assigned the Department of Culture and Sports as the focal point for implementing training programs and providing knowledge on cultural heritage law; guiding local authorities to disseminate information and train citizens, businesses, and personnel directly responsible for safeguarding historical sites on relevant regulations.

The Department of Culture and Sports is also responsible for organizing interactive programs and applying appropriate forms of social mobilization to raise community awareness in preserving and promoting heritage values.

The Department of Culture and Sports is tasked with guiding the investor to properly implement the procedures for the restoration project of the historical site according to the contents approved by the competent authorities (Ministry of Culture, Sports and Tourism , Department of Cultural Heritage, Department of Culture and Sports).

The Departments of Finance, Construction, and Justice are requested to coordinate with the Department of Culture and Sports and local authorities to promote the dissemination of laws on cultural heritage; at the same time, ensure that the restoration, preservation, and ranking of historical sites are carried out in accordance with regulations and in line with the city's sustainable development orientation.

Alongside tightening management, Hanoi continues to affirm the crucial role of the community in protecting and promoting heritage values.

At the international scientific conference themed "Protecting and Promoting the Value of World Heritage Sites: Community-Based Approaches for Sustainable Development," held on May 21, 2025, at the Thang Long Imperial Citadel World Heritage Site in Hanoi, international scientists and experts emphasized the central role of the people in the conservation of cultural heritage.

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong affirmed that heritage is not only a memory that needs to be preserved but also a strategic asset for the future. However, heritage is also facing many threats such as climate change, uncontrolled urbanization, and pressure from mass tourism.

In this context, local communities are the force that holds indigenous knowledge and is most capable of preserving and transmitting heritage values ​​effectively.

The Director of the UNESCO World Heritage Centre, Lazare Eloundou Assomo, emphasized: “Communities are the bearers of knowledge, the keepers of traditions, and play a key role in conservation. We must strengthen community-centered approaches.”

Local authorities need to ensure livelihoods for people living in and around world heritage sites; empower them through capacity building and sharing conservation knowledge; and promote the application of technology and digitalization in conservation.
