UNESCO supports Vietnam on ethical framework for artificial intelligence

On the afternoon of May 21, 2025, Deputy Minister of Science and Technology Bui The Duy attended and delivered the opening speech at the Consultation Workshop on the Draft Report on the Assessment of Readiness in Implementing UNESCO's Recommendations on AI Ethics, organized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in coordination with the Ministry of Science and Technology at the headquarters of the Ministry of Science and Technology, 18 Nguyen Du, Hanoi.

Attending the workshop were Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, Mr. Johnathan Baker, UNESCO Representative in Vietnam, Mr. Julien Guerrier, Ambassador of the European Union to Vietnam; representatives of a number of functional departments and offices of the Ministry of Science and Technology ; representatives of a number of ministries, research institutes and international organizations.

Deputy Minister Bui The Duy delivered the opening speech.

Speaking at the workshop, Deputy Minister Bui The Duy emphasized the increasingly important role of artificial intelligence (AI) in social life and in handling the daily work of officials and civil servants, while raising ethical issues in the use and application of AI.

However, the Deputy Minister also warned that AI is not always trustworthy. Without solid background knowledge, a firm grasp of the issues to be asked, and a clear legal basis, using AI to support work processing can lead to incorrect and inaccurate decisions.

Vietnam is developing legal documents related to AI, including the draft Law on Science , Technology and Innovation and the Law on Digital Technology Industry, which both have provisions on AI development and application. The Ministry is also consulting WIPO on AI-related intellectual property.

The Deputy Minister expressed his gratitude for the support and companionship of international organizations such as the United Nations and UNESCO, expressing his hope that these organizations will continue to help Vietnam form a team of experts in the field of AI, digital transformation, participate in the world 's expert network, and contribute to the development of this field globally.

AI must be developed and regulated in an ethical, human-centered manner that is consistent with the common good of society.

Sharing the same view with Deputy Minister Bui The Duy, Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, affirmed that technological innovation at an unprecedented speed is reshaping the global economy and society. Therefore, integrating human values ​​into the digital transformation process plays an important role. These values ​​must be the guiding principles for our standards, policies and actions.

AI is no longer just a tool, but a force that is redefining how we live, work, interact with each other, and how we learn and understand the world. However, the question is: will AI help us build more equitable and resilient societies, or will it increase inequality? The United Nations is working with governments and communities to uphold shared values ​​and global standards through the development of the UN Global Compact on Digital. The compact calls for action to ensure that digital and emerging technologies, including AI, are developed and managed in an ethical, human-centered manner and in line with the common good of society. Vietnam is well-positioned to lead the way in ethical AI governance and digital transformation. The strategic vision outlined in Resolution 57-NQ/TW of the Politburo is clear, bold and forward-looking.

Ms. Pauline Tamesis expressed that the United Nations team in Vietnam is always ready to accompany Vietnam on this journey, committed to supporting Vietnam in leading comprehensive digital transformation in society.

Mr. Johnathan Baker, UNESCO Representative in Vietnam, said that the workshop announced the preliminary assessments of the Artificial Intelligence Ethical Readiness Assessment Methodology (RAM) conducted by UNESCO in Vietnam. The RAM tool helps countries assess their readiness to deploy AI according to the AI ​​Ethics Recommendations adopted by UNESCO in 2021. This is a joint activity between UNESCO and Vietnam. It is expected that the complete report with specific policy recommendations will be submitted to the Vietnamese Government and partners by the end of 2025, creating a premise for building a safe, responsible and human-oriented AI ecosystem.

At the workshop, Associate Professor Dr. Nguyen Thi Que Anh, University of Law, Vietnam National University, Hanoi, on behalf of the interdisciplinary expert group, presented the Draft Report on the Assessment of Readiness in Implementing UNESCO Recommendations on AI Ethics (Vietnam RAM). The report provided recommendations on AI application, development, and AI ethical standards based on 181 sets of UNESCO RAM indicators, combining data collection, expert consultation, and multi-stakeholder workshops./.
