In the process of implementing the National Target Program on building advanced and exemplary new rural areas (NTM) in the period of 2021-2025 according to Resolution No. 06-NQ/TU of the Provincial Party Committee, the picture of Nam Dinh's rural economy continues to be created with many bright colors. Correct decisions, strategic vision; the active participation of the entire political system, business community and people together promote production development, shift the rural economic structure, gradually increase people's income in a sustainable direction.

Accelerating infrastructure investment, creating leverage for production and business

The province pays special attention to developing economic infrastructure in rural areas, creating a solid foundation for people to easily expand production, business, and improve their lives. Regarding transportation, the province has supplemented the planning of many important routes and submitted to the Prime Minister for approval a plan to synchronously develop the road, waterway, railway and seaport traffic network in accordance with the regional and national development orientation. The rural traffic system continues to be renovated, upgraded, and connected seamlessly from villages and hamlets to national highways. Currently, 100% of communes and towns have asphalt or cement concrete roads to the commune People's Committee headquarters. The irrigation system from level I to level III has been invested in renovation and upgrading, ensuring proactive irrigation for 100% of cultivated areas, serving agricultural production and effectively responding to natural disasters and climate change. Rural electricity infrastructure is also focused on development; The medium and low voltage grid basically meets the daily and production needs of the people. Nam Dinh Electricity Company focuses its resources on renovating and upgrading the rural grid, applying automation technology to improve reliability and reduce power loss.

To date, 97.5% of communes and towns have completed the irrigation criteria in the Advanced New Rural Criteria Set. Seizing new development opportunities, the province has promoted investment attraction in industrial parks and clusters such as Rang Dong, My Thuan, Thinh Lam, Yen Bang, etc., creating a boost to shift the rural labor structure. Along with that, localities have focused on vocational training and improving labor quality. In the 2021-2024 period, 99 classes were organized with 3,397 workers trained in agricultural occupations, the rate of trained workers in the whole province in 2024 reached 78.5% (an increase of 11.5% compared to 2021). The banking sector has also proactively provided credit capital for production and job creation; from June 2021 to March 2025, outstanding loans in rural areas reached nearly 220 trillion VND.

Production flourishes, income increases

The province focuses on restructuring agriculture towards modernity and efficiency. The province has 390 agricultural cooperatives, of which 330 operate effectively; many models have applied high technology, building a closed value chain. The province has also supported investment in processing infrastructure for 19 cooperatives, contributing to increasing income for members and the community. The province has formed more than 400 "large field" models with an area of ​​20,000 hectares, of which 3,000 hectares are linked to production according to the value chain, production efficiency increased by 10-15% compared to traditional farming. Production models using mechanization, tray plating, transplanters, drones, organic fertilizers, etc. not only improve productivity and product quality but also gradually "industrialize" agricultural production. In particular, the conversion of over 1,000 hectares of ineffective rice land to other crops and models has increased economic value by 2-10 times compared to before. 127 growing area codes for over 4,000 hectares have been granted, this is an important step to bring agricultural products to the official export market.

Not only improving productivity, localities also strongly transformed livestock farming models towards safety, biology, technology application and market linkage. The proportion of farm livestock increased rapidly, disease control was effective, and small-scale livestock farming decreased sharply. In 2024, the output of fresh meat reached nearly 200 thousand tons, an increase of 4.7% compared to 2021; in particular, poultry meat increased by an average of 6.9% per year, becoming a new bright spot in the development of commodity agriculture. The fisheries sector also marked a strong transformation, with output increasing by more than 13% after only three years, of which aquaculture accounted for an increasingly large proportion. With 97.95% of fishing vessels equipped with voyage monitoring devices, the province's marine exploitation industry is gradually being modernized, ensuring compliance with international standards, paving the way for seafood to reach the world market.

Localities also focus on solutions to develop occupations, small-scale handicraft villages and rural enterprises associated with the development of agricultural processing industry, expanding raw material areas, and building linkage chains in agricultural production. In the period of 2021-2024, support has been provided for 112 rural industry development projects and 5 high-tech mechanization projects in modern agricultural production; support 20 products of 20 establishments to set up electronic systems, create QRCode stamps to trace the origin of products: Rice, peanuts, fresh vegetables and fruits; pork, chicken eggs, clams; support businesses to successfully build a plan to link production and consumption of Thanh Doan high-quality rice. Industrial production and rural industries maintain recovery momentum and achieve a good growth rate. Notably, the province's agricultural processing industry has made a breakthrough, becoming a key link to increase the value of agricultural products.

The “One Commune One Product” (OCOP) program has created a “launching pad” for typical, quintessential products of regions to reach far. Nam Dinh currently has 534 OCOP products with 3 stars or more, including 1 5-star product and 3 potential 5-star products. In particular, the Ecohost - Hai Hau rural tourism product has been recognized by the Central Government as reaching 5 stars. Many products such as Toan Xuan rice, Lenger clam meat, Co Chat silk, etc. have been exported to demanding markets such as Europe and Japan. The value of products after being recognized as OCOP increases by 10-30%, sales grow by 5-20%/year, becoming an important driving force to promote sustainable development of farmer households' economies.

The synchronous and drastic participation of the entire political system, businesses and people in building advanced and exemplary new rural areas has brought about positive results: The value of agricultural production in recent years has not only maintained a stable growth rate (average 2.55%/year) but also shown a strong change in quality. The average product value per hectare of cultivated land and aquaculture reached 202.5 million VND/ha in 2024. The average income per capita in rural areas has increased rapidly, from 52 million VND/year (2021) to over 75 million VND/person/year (2024). The above growth results not only reflect the depth of rural economic development in a modern and sustainable direction, but also show that Nam Dinh is firmly on the path of building exemplary and advanced new rural areas, with the clearest "measure" being the income and life of rural people being improved.
