The Provincial People's Procuracy promotes the application of information technology and digital transformation in prosecution activities.

The prosecutor of the Provincial People's Procuracy reports the case using mind maps and presents visual evidence documents at the first instance criminal trial.

Comrade Nguyen Van Hau, Chief Justice of the People's Procuracy of Nam Dinh province, said: "In order to effectively implement Resolution No. 129-NQ/BCS, dated April 10, 2024 of the Party Executive Committee of the Supreme People's Procuracy on digital transformation of the People's Procuracy sector by 2025, with a vision to 2030 and Directive No. 03 of the Chief Justice of the Supreme People's Procuracy on enhancing the application of information technology and promoting digital transformation in the People's Procuracy sector, the Provincial People's Procuracy focuses on solutions to promote the application of information technology and digital transformation in the People's Procuracy sector. In particular, the Provincial People's Procuracy has identified the application of information technology and digital transformation as a key breakthrough task in 2025; established a Steering Committee for Digital Transformation; at the same time, promulgated and disseminated to the units of the People's Procuracy at two levels to strictly implement the regulations on management and use of the internet, regulations on the use of email in the sector; directed investment in technical infrastructure information technology; organize the synchronous and effective implementation of software and applications deployed by the Supreme People's Procuracy; link the application of information technology and digital transformation with emulation and reward work to motivate and encourage units, civil servants, and prosecutors at two levels to actively respond and participate... On that basis, each unit sets out specific, practical, and effective plans and solutions, clearly assigning the responsibilities of each individual and collective responsible for each stage, field of work and completion progress...".

One of the milestones in the digital transformation of the provincial People's Procuracy is the implementation of the provincial-level scientific project "Digitizing records, publishing evidence documents at court" approved by the provincial People's Committee with an amount of VND 950 million to digitize criminal, civil, administrative, and commercial records. Comrade Tran Dang Viet, Deputy Director of the Nam Dinh Provincial People's Procuracy, Head of the Project Implementation Board, said: The effectiveness of the project has helped the provincial People's Procuracy improve the efficiency of management, storage, and exploitation of data to serve the practice of the right to prosecute and supervise judicial activities. In particular, the digitization of records and the construction of a database of criminal cases will increase the accuracy and transparency of the prosecution work and support the improvement of management capacity, information search, and synthesis quickly and conveniently. In addition, the Project also lays the foundation for the development of information technology applications in professional work, thereby helping to improve the quality and efficiency of prosecution activities. Implementing this Project, in the first 6 months of 2025, the two-level People's Procuracy units have digitized 919 criminal files, 865 civil files; reported cases using mind maps for 786 criminal cases, 235 civil, family, administrative, and commercial cases; presented digitized documents and evidence at 223 court sessions, 45 online court sessions... helping to store files in the form of electronic files, optimizing physical storage space; saving printing and copying costs; facilitating the retrieval and search of stored information files; is the first step to apply digital file presentation in criminal, civil, administrative and commercial court sessions.

Along with the digitization of records, the Provincial People's Procuracy directed the promotion of the application of information technology in litigation and trial supervision activities. The Provincial People's Procuracy organized a contest "Reporting cases using mind maps" to create conditions for officers and prosecutors of the People's Procuracy at two levels to exchange, learn, exchange experiences, improve knowledge and skills in mastering technology in building case reports using mind maps; organized a workshop "Application of information technology in digitization, building a database of cases to serve the activities of the People's Procuracy of Nam Dinh province"; Building and enriching the electronic data warehouse, effectively applying it to training and self-training in the provincial People's Procuracy... Currently, for cases with many defendants, many criminal acts, and many complicated details, the provincial People's Procuracy at both levels applies case reports using mind maps and presents evidence documents in images at the trial to analyze and prove the evidence at the trial. Thereby, helping the Trial Council, the prosecutor, the participants in the trial and the participants in the trial have an intuitive view of the entire development of the criminal case (the process of committing the act of the offender, the acts of related persons, the consequences caused by the acts of the offender), easily grasping the whole case; At the same time, it increases the persuasiveness of the arguments and case-solving methods of the Procuracy, improves the quality of litigation, ensures the prosecution of the right person, the right crime, and the right law, in accordance with the requirements of judicial reform, and builds a professional, honest, and modern judiciary.

In addition, the Provincial People's Procuracy also upgraded the application of paperless meeting rooms, widely applied to meetings at 2 levels; researched and proposed useful solutions on information technology applied in monitoring procedural deadlines; deployed the application of electronic party member handbooks in Party work; designed, programmed, and self-operated the activities of the Nam Dinh Provincial People's Procuracy's electronic information page vksnamdinh.gov.vn; signed a Coordination Program with the Department of Information and Communications of the province (now the Department of Science and Technology), the Cooperation Agreement with VNPT Nam Dinh; seriously and fully implemented measures to ensure network security, information safety, and protect State secrets in cyberspace according to the provisions of law and the industry...

With the implementation of synchronous solutions, the results of information technology application and digital transformation activities of the provincial People's Procuracy have made remarkable progress. In 2024, the Nam Dinh Provincial People's Procuracy was ranked 12th out of 63 provinces and cities nationwide in terms of information technology application index by the Supreme People's Procuracy; contributing to improving the quality and efficiency of management, direction and operation and professional work of the provincial People's Procuracy, effectively serving the fight against crime and law violations, maintaining political security and social order and safety in the province.
