Submit to the National Assembly to universalize preschool education for children 3-5 years old

NDO - To ensure financial resources to achieve the goal of universalizing preschool education for children aged 3-5, the Government proposes to supplement the State budget by an additional 20% of total expenditure on education as prescribed by the Law on Education, combining socialized education capital sources.

On the morning of May 22, continuing the 9th Session, the National Assembly worked in the hall to listen to the Presentation and the Report on the examination of the draft Resolution on universalizing preschooleducation for preschool children from 3-5 years old.

Presenting the report, Minister of Education and Training Nguyen Kim Son said: Every year, the whole country has over 5.1 million preschool children (4.56 million children aged 3-5) studying at over 15,000 schools and over 17,000 independent preschool education facilities. However, there is still a large number of preschool children aged 3-4 (mainly children in disadvantaged areas, disadvantaged children) who have not had access to preschool education, creating inequality in access to education. Conditions to ensure the quality of preschool education are still poor. Current policies for preschool children, teachers, educational facilities, investment mechanisms and policies, and socialization of education are still limited, failing to meet the requirements for preschool education development. Meanwhile, the Law on Education only stipulates universalization for 5-year-old children.

Therefore, the resolution is aimed at embodying the Party's viewpoints and policies on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period. At the same time, building a legal corridor to mobilize investment resources to ensure the conditions for universalizing preschool education. Ensuring preschool children have access to quality preschool education; being well prepared physically, intellectually, emotionally, aesthetically, linguistically and psychologically to be ready for school, ensuring quality for entering first grade, contributing to the implementation of children's rights.

Ensuring preschool children have access to quality preschool education

The draft resolution consists of 6 articles applicable to learners who are children between the ages of 3-5 in preschools (excluding preschools with foreign investment) and related organizations and individuals.

The resolution aims to complete universal preschool education for children aged 3-5 nationwide by 2030. Universalization is carried out according to a roadmap suitable to the country's socio -economic development conditions, ensuring universalization conditions as prescribed. At the same time, mobilize social resources to invest in developing preschool education in all forms as prescribed by law.

The Government issues mechanisms and policies to implement the resolution, focusing on the following specific contents: Investing in developing the network of schools and classes; minimum facilities and teaching equipment; Ensuring the number of preschool teachers according to prescribed norms; Ensuring adequate operating costs for public preschools; Supplementing and amending policies for children; teachers, managers, and staff at preschool level; breakthrough policies on investment in preschool education development; prioritizing the development of preschool education in mountainous areas, ethnic minority areas, islands, borders, coastal areas, areas with difficult and especially difficult socio-economic conditions, areas with industrial parks, export processing zones, etc.

To ensure financial resources to achieve the goal of universalizing preschool education for children aged 3-5, the Government proposes to supplement the State budget by an additional 20% of total expenditure on education as prescribed by the Law on Education, combining socialized education capital sources and other legally mobilized capital sources.

Carefully evaluate funding sources to ensure feasibility and suitability.

Reviewing the report, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Committee agreed with the need to issue a Resolution on universalizing preschool education for children aged 3-5. This is an important step in realizing educational equity, clearly demonstrating the State's responsibility in caring for the young generation.

Regarding the mechanism, policy and implementation organization, the Committee agreed to assign the Government to issue mechanisms and policies to implement the Resolution. There were opinions suggesting that the drafting agency review and clarify regulations on investment in developing the network of schools and classes; minimum facilities and teaching equipment to avoid duplication with the programs and projects being implemented.

Regarding implementation resources, the Committee believes that to achieve the goal of universalizing preschool education for children aged 3-5 by 2030, huge financial and human resources are needed.

Regarding investment in facilities and equipment, Chairman Nguyen Dac Vinh said that the total estimated budget for the 2026-2030 period is VND116,314.1 billion. Therefore, it is recommended that the drafting agency determine the roadmap for the 2026-2030 period.

Regarding the teaching staff, the Committee requested the drafting agency to clearly identify the number of preschool teachers needed to be added in the 2026-2030 period, report to competent authorities for consideration and decision.

“The Committee recommends that the drafting agency carefully assess the funding source for implementing the resolution to ensure feasibility and suitability with the state budget balance, especially in localities with difficult conditions,” emphasized Chairman Nguyen Dac Vinh; at the same time, it recommends that the Government consider allocating funding sources for implementing the resolution with additional support from the central budget in addition to the total state budget expenditure for education and training according to the provisions of the Law on Education.
