Xuan Truong district increases capacity to prevent and combat natural disasters to protect people's lives

Identifying disaster prevention and control as a key political task, closely linked to socio-economic development, ensuring national defense and security in the area, the District People's Committee has focused on leading and directing agencies, units and localities to proactively develop plans and response options to natural disaster situations; closely monitor weather developments, regularly inspect and review the entire dyke and embankment system, especially vulnerable points, promptly detect and report to competent authorities for damage repair. The dyke system and irrigation works in the district have been given attention for renovation and upgrading to better meet disaster prevention and control work, serving people's lives... with the spirit of "not being passive or surprised in any situation", being highly prepared, responding quickly and proactively to complex developments during the flood season. In 2024, although storm No. 3 and floods occurred in early September 2024, causing great damage and affecting agricultural production, due to proactive preparation, damage recovery work was focused on and implemented drastically and proactively, and people's lives were quickly restored and stabilized. Notably, Tra Lu, Xuan Ninh, Xuan Phu, Xuan Vinh communes... effectively mobilized local resources to solidify level II and level III canals, improve water regulation capacity and promote effective drainage, minimizing the risk of flooding when floods rise.

According to hydrometeorological forecasts, in 2025, there will continue to be a risk of 5-6 storms directly affecting the mainland, including strong storms of level 12 or higher. Xuan Truong district, with its unique geographical location, has over 35km of dykes and 10 embankments with a length of 15.4km, determined to maintain the spirit of "not being subjective, negligent, or losing vigilance against storms, floods, and natural disasters" to protect production and people's lives. Through many years of practice, the district has learned from experience to "prevent" as the root, "early response - quick recovery" as a guideline for action. Therefore, from the beginning of 2025, Xuan Truong has developed a disaster prevention plan, and based on the results of checking the current status of dykes, embankments, and culverts before the rainy and stormy season, proactively arranged means, materials, and human resources to ensure both quantity and quality... ready to effectively respond to natural disaster situations. Currently, on-site dike protection materials have been gathered and stored on the right dike of the Red River and the left dike of the Ninh Co River, including nearly 2,800m3 of rubble; 204m3 of 1x2 stone; 500m3 of soil. In addition, 21 sets of tents, 280 life jackets, 130 round buoys, 5 rafts, 400m2 of tarpaulin, and 4,470 sacks are stored at the district warehouse. Communes and towns have also prepared nearly 150,000 sacks; 1,700 bamboo trees; over 8,000m2 of tarpaulin; 740 round buoys; 7 rafts; 300 life jackets... Necessary supplies such as: 310 tons of rice, 77 tons of food, 33 tons of canned food, 55 thousand tons of dry food, 10 thousand boxes of instant noodles, 500 liters of gasoline, 500 liters of oil, 163 tons of lime powder... are also fully prepared according to plans for evacuation, logistics support, ensuring electricity, telecommunications, and healthcare to respond to extreme weather scenarios. The shock force of 2,500 people, 18 people managing the people's dike, 264 people patrolling and guarding the dike; 1,500 people from associations and unions... are ready to serve the work of disaster prevention and control and search and rescue. The district has deployed specific tasks such as: strengthening information, propaganda, dissemination of laws, skills, and awareness of natural disasters to ensure information to people and businesses in areas affected by natural disasters. Effectively implement the "Project for collecting and treating waste, beautifying the landscape of the river canal environment associated with the protection corridor of irrigation works and traffic roadsides in the district" and do a good job of clearing and clearing the flow. Arrange fields, harden intra-field traffic roads, solidify level III canals according to the criteria of advanced and model new rural areas. In the 2024-2025 winter-spring crop, the whole district will dig, dredge canals and build embankments, embankments, and intra-field traffic roads for over 95,000 m3 to ensure proactive irrigation and drainage for 100% of agricultural land area.

On May 14, Xuan Truong district organized a 2025 PCTT and TKCN drill at the left dike of Ninh Co river in Xuan Hong commune. The drill included implementing response plans when a strong storm of level 11-12, gusting above level, makes landfall directly in the area; handling leaks in the dike slope that are soaked with water and situations of shallow landslides on the dike slope on the field side due to seepage. Through the drill, the capacity of organizing, directing, commanding and handling situations and incidents on-site at all levels, sectors and the PCTT and TKCN Command Board from the district to the grassroots level was improved to effectively respond to natural disaster situations in the area. Training and improving the quality and effectiveness of consulting and coordinating among forces participating in PCTT and TKCN drills. Disseminate, warn, and provide guidance on measures to prevent, combat, and respond to natural disasters promptly to the community, contributing to raising public awareness to promote self-awareness and proactiveness in natural disaster prevention and control.

Currently, the district is continuing to direct agencies, units, communes and towns to strictly implement regulations on disaster prevention and control work and on-duty regime during storm and flood season - especially patrolling, guarding, detecting and promptly handling dike incidents from the first hour; maintaining and implementing the reporting regime well throughout the rainy and stormy season. Strictly inspect and manage the activities of organizations and individuals producing and doing business on riverbanks; resolutely suspend, clear and handle cases of violations of the law on dikes and protection corridors of irrigation works in accordance with regulations. Strengthen professional training for people's dike management forces and shock troops of communes and towns to improve the effectiveness of consulting, handling and responding to dike incidents, disaster prevention and control and search and rescue in the area.

By carefully preparing for disaster prevention and control and search and rescue work according to the "4 on-site" motto, Xuan Truong district is determined to limit and mitigate damage caused by natural disasters as the storm season approaches to ensure stable people's lives, socio -economic development, and maintain national defense and security in the area.
