Prime Minister Pham Minh Chinh chairs the Government meeting on law making in May 2025

Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, ministers, heads of ministerial-level agencies, government agencies, leaders of ministries, ministerial-level agencies, and government agencies.

According to the program, the meeting will consider and give opinions on 7 contents, including 6 contents on draft laws and proposals for law making: Draft Law on Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence; Draft Law on Criminal Judgment Execution (amended); proposal to make Law on Thrift and Anti-Waste; proposal to make Law on Food Safety (amended); proposal to make Law on Population; proposal to make Law on Judicial Expertise (amended).

Also in the meeting, the Government listened to reports and gave opinions on handling problems arising in the drafting of decrees on decentralization, delegation of power, and determination of authority associated with the organization of two-level local governments.

Since the beginning of the year, the Government has held 5 thematic meetings on law-making, giving opinions and approving 30 important draft laws and resolutions.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh reiterated that building and perfecting legal institutions is one of three strategic breakthroughs, "the breakthrough of breakthroughs", which the Party and State have focused on leading, directing, and resolutely organizing and implementing in recent times, achieving many positive results.

However, this is still identified as the "bottleneck of bottlenecks", for example, difficulties and inadequacies in land management, site clearance, food hygiene and safety, etc.

Recently, the Politburo issued Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era. The National Assembly passed Resolution 197, and the Government issued Resolution 140 to promptly implement and bring Resolution 66 into life and promote its effectiveness.

Welcoming and praising the efforts of ministries and branches in drafting and submitting to competent authorities for promulgation of resolutions related to the work of building and enforcing laws, as well as preparing to serve the 9th Session of the 15th National Assembly, the Prime Minister assessed that with the institutional mindset, the law is both a resource and a driving force for development, the work of building institutions and laws has been innovated in the direction of changing the mindset from focusing on management, if you can't manage, then ban, to creating and serving people and businesses.

The Prime Minister emphasized that the amendment of the law is carried out in the spirit of 6 clear points: inherited and omitted contents, why; amended and improved contents, why; supplemented contents, why; reduced and simplified administrative procedures, why; decentralization and delegation of powers, specifically what, for whom, why; issues with different opinions and other issues that need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction.

Along with that, building new laws in the spirit of 7 clear: How are the Party's guidelines and policies concretized? What are the practical issues that the law has not yet regulated? What issues have been regulated by the law but are not suitable? What are the problems that need to be resolved? How to simplify and reduce administrative procedures? How to decentralize and delegate power? Issues with different opinions need to be reported to the Government and the Prime Minister.

The Prime Minister emphasized the spirit of "what is ripe, clear, proven to be correct in practice, and agreed and supported by the majority" must be legalized and applied in practice; issues that are still fluctuating and complicated must continue to be researched, perfected, and gradually expanded, without perfectionism or haste.

The Prime Minister requested delegates to concentrate their intelligence and promote a high sense of responsibility during the exchange and discussion; present reports and express their opinions clearly; focus on discussing important issues, with different opinions requiring the Government's opinion; ensure the quality of draft laws and contents submitted to the Government for consideration at the meeting.
